  • Active Secret security clearance (Top Secret preferred).
  • 15+ years of experience in federal IT Strategy & Project Management, logistics operations (including repair, maintenance, overhaul and sustainment activities), logistics system integration, with a focus on Air Force or DoD programs.
  • Bachelor’s degree in Business, IT, Engineering, or a related field
  • Proven experience managing large-scale programs ($100M+), particularly within the Air Force or federal logistics/IT domains.
  • Strong expertise in IT Portfolio Management (PfM), strategic planning, and continuous process improvement techniques (CPI, Agile methodologies).
  • Hands-on experience with Risk Management Framework (RMF), cybersecurity governance, and compliance within DoD.
  • In-depth knowledge of Air Force logistics systems and emerging technologies such as cloud computing, data standardization, and system modernization.
  • Experience with business process reengineering (BPR) and the integration of legacy systems into modern operational frameworks.
  • Proven experience supporting growth, proposal, and capture efforts including RFP response development, relationship management, business development contractual negotiations.
Responsibilities
  • Lead and manage a multi-million-dollar IT and logistics transformation program supporting the AF/A4 mission, ensuring alignment with the National Defense Strategy and Air Force strategic goals.
  • Serve as the primary point of contact with senior government stakeholders, including Contracting Officers (CO), Contracting Officer’s Representatives (COR), and Air Force senior leadership.
  • Oversee all contract performance activities across multiple task areas, ensuring high-quality deliverables are provided on time and within budget.
  • Develop and execute strategic roadmaps for the AF/A4 logistics IT portfolio, including cloud migration strategies, system modernization, and risk management.
  • Lead the development of AF/A4 IT strategies, integrating new and emerging technologies into logistics and force protection missions.
  • Provide expert oversight for cybersecurity governance across AF/A4 systems, ensuring compliance with the Risk Management Framework (RMF) and other DoD cybersecurity standards.
  • Manage cross-functional teams of business analysts, cybersecurity specialists, and logistics experts to ensure successful project execution and continuous process improvement.
  • Oversee portfolio management (PfM) activities, ensuring that AF/A4 investments align with mission requirements at optimal risk and cost, supporting both legacy and modernized systems.
  • Coordinate with various directorates, including Resource Integration (AF/A4P), Logistics (AF/A4L), and Security Forces (AF/A4S), to integrate processes, systems, and personnel in support of mission readiness.
  • Ensure all program operations align with federal policies, governance frameworks, and Air Force strategic directives.
  • Ability to lead a diverse team of industry partners and manage relationships as a Prime.
