Requirements
  • Juris Doctor degree from accredited U.S. law school and eligibility for admission to the Maryland Bar
  • Five (5) years of progressively responsible experience as a practicing attorney
  • Knowledge of federal, state, and other applicable laws, rules, regulations, and ordinances
  • Skill in oral and written communication
  • Skill in the use of Microsoft Office products
  • Ability to think strategically, solve problems creatively, and provide actionable advice
  • Ability to multitask while demonstrating a commitment to customer service and sensitivity to a culturally and ethnically diverse community
Responsibilities
  • Advise and support University clients, including the President’s staff, Vice Presidents, Deans, Department Chairs, faculty, and staff
  • Handle a range of business, corporate, and transactional matters
  • Team with and support the Associate General Counsels, DGC, and/or the VP-GC on select projects
  • Assist clients to develop processes, documents, and forms to optimize business approaches
  • Advise clients on strategy
  • Draft and negotiate agreements
  • Support regulatory compliance in a variety of contexts, including research and healthcare operations
  • Provide other legal services to University clients as directed by the VP-GC, DGC, and/or Research Transactions & Regulatory Law Practice Group Leader
  • Provide counsel on matters related to the University’s sponsored research and healthcare enterprises
Desired Qualifications
  • Specialization in federal government contracts law while in law school and/or as a substantial part of legal career or contract management career
  • Knowledge of both the federal Uniform Guidance (2 CFR Part 200) and Federal Acquisition Regulations (48 CFR)
  • Experience providing legal advice related to NIH and other federal regulations related to research and scholarly misconduct
  • Knowledge of the Health Insurance Portability and Accountability Act (HIPAA) as it relates to the provision of healthcare services by universities unassociated with a hospital system
  • Experience providing legal advice related to healthcare operations and associated regulations
  • Knowledge of the Family Rights and Privacy Act (FERPA)
  • Working knowledge of intellectual property law
  • Working knowledge of state and/or federal government procurements
  • Working knowledge of relevant Maryland laws, policies, and processes
  • Prior legal experience supporting a research-intensive public university
