OVERVIEW:
The Time Compliant Technical Order (TCTO) Developer will provide hands-on technical, analytical, and administrative support for the maintenance, troubleshooting, and configuration of U.S. Coast Guard electronic and communications systems. This position supports the integration of maintenance standards, configuration documentation, and engineering change processes to ensure accurate system data, reliable performance, and full compliance with program requirements.
RESPONSIBILITIES:
- Develop, update, and coordinate Engineering Change (EC) packages and Time Compliance Technical Orders (TCTOs), including procedures, safety guidance, parts lists, configuration instructions, test actions, and validation notes.
- Maintain and update Configuration Item Functional Descriptions (CIFDs), Configuration Management (CM) Sets, and ensure configuration accuracy in CG-LIMS, FLS, and associated USCG systems.
- Create and revise Maintenance Standards (MS), Maintenance Items (MIs), maintenance procedures, troubleshooting guidance, and post-installation verification steps based on engineering changes and fleet feedback.
- Support prototype installations, field testing, and system validation; analyze results, address technical issues, and refine EC/TCTO documentation accordingly.
- Coordinate with SFLC, C5I Service Center, TISCOM, C3CEN, fleet units, OEMs, and Product Line SMEs to ensure feasibility, safety, supportability, and configuration control.
- Prepare technical documentation, reports, drawings, briefings, and lifecycle updates; ensure engineering changes are reflected across all configuration, logistics, and maintenance databases.
QUALIFICATIONS:
- Experience in electronic system installation, repair, or configuration management, preferably in a U.S. Coast Guard or maritime/defense environment.
- Working knowledge of electronic and communication systems, including radar, radio, navigation, and control systems.
- Strong technical writing and documentation skills.
- Proficiency with FLS, CG-LIMS, and related logistics/technical systems preferred.
- Ability to analyze data, perform troubleshooting, and develop clear technical recommendations.
- Proficiency with test equipment such as oscilloscopes, function generators, and multimeters.
- Familiarity with configuration management principles and maintenance documentation.
- Strong organizational and facilitation skills with the ability to coordinate across multiple technical teams.
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and Visio.
- U.S. Citizenship required.
