Requirements
  • A master's degree in a related field or equivalent training and experience, plus a minimum of 20 years of related and progressively responsible experience.
  • Experience leading supply chain and procurement or sourcing organizations.
  • Experience managing people in diverse, demanding environments.
  • Experience as a supply chain leader in government, including Federal Acquisition Regulation and Department of Energy Acquisition Regulation environments, and commercial industry.
  • Ability to develop macro supply chain strategies and execute those strategies effectively.
  • Ability to identify organizational health improvements, prioritize them, and execute organizational changes.
  • Ability to identify and implement large-scale improvement and change initiatives for a Contracts and Procurement organization.
  • Ability to obtain and maintain a Department of Energy Q security clearance.
  • Knowledge of National Nuclear Security Administration program missions and technologies, weapons systems development, weapons engineering, and stockpile management.
  • Familiarity with Department of Energy and National Nuclear Security Administration sponsors, partners, stakeholders, and Nevada National Security Site customers.
  • Ability to communicate clearly and directly on technical and non-technical topics, verbally and in writing.
  • Problem-solving and sound decision-making ability based on incomplete and limited information.
  • Ability to negotiate creative and innovative solutions at the executive level among competing interests and perspectives.
  • Ability to serve as a catalyzing and enabling team member and partner for mission and mission facility operations.

  • Successful completion of a federal background investigation and any required reinvestigations for access to classified information.
  • Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination.
Responsibilities
  • Provide leadership and operational management of Contracts and Procurement operations.
  • Lead and mentor a team of 80 to 100 employees while managing and executing an annual operating budget of $10 million to $15 million.
  • Plan and implement the annual expense budget and develop coordinated long-range programs, plans, and budgets in accordance with company policies and objectives.
  • Integrate with key functional organizations to plan and execute mission programs and objectives.
  • Coordinate multiple programs or projects, or a major function, with responsibility for staff, materials, budgets, and capital resources.
  • Maintain a customer-driven focus for internal and external customers.
  • Take informed risks and act decisively when outcomes are uncertain.
  • Assist the Director of Strategic Enterprise Systems with duties commensurate with education and experience.
  • Position the company for new business opportunities.
  • Lead and coordinate efforts to find improvements, increase efficiency, and control and reduce operating costs at the site.
  • Manage directorate staffing levels to plan and execute the project controls function.
  • Manage risks and opportunities to advance directorate and enterprise strategy.
  • Coordinate and align functional capabilities through long-range strategic planning to accomplish immediate and future mission objectives.
  • Lead an integrated approach to meet National Nuclear Security Administration and Nevada Field Office strategic initiatives for directorate programs, projects, and activities.
  • Establish and lead effective and efficient directorate objectives, policies, and procedures.
  • Champion continuous improvement and the use of lean principles within areas of responsibility.
  • Oversee the timely procurement of supplies, materials, equipment, design and construction services, work-for-others, staff augmentation, training, and consulting services, with annual contracting spend of $300 million to $500 million.
  • Act as a change agent for the company and team by leveraging organizational influence.
  • Mentor and motivate teams and individuals inside and outside the directorate.
  • Be accountable for the overall performance, impact, energy, efficiency, and direction of the directorate.
  • Be accountable for Integrated Project Team effectiveness for programs and projects in the directorate.
  • Lead the team by modeling behaviors consistent with company values and policies.
  • Hold directorate managers and individual contributors accountable to company policies, procedures, behaviors, and core values.
  • Identify and anticipate risks inherent in operations, and ensure they are tracked, controlled, or mitigated.
  • Serve as an official company representative to partners, clients, industry groups, government and regulatory agencies, and the public.
  • Promote, exemplify, and participate in integrated health and safety programs and key initiatives.
  • Encourage employee participation in health and safety initiatives.
  • Provide environment, safety, health, and quality leadership and enforce related policies and procedures.
  • Implement applicable environment, safety, health, and quality requirements while emphasizing employee safety and protecting equipment and property.
  • Take immediate action to correct unacceptable environment, safety, health, and quality conditions or behaviors.
  • Ensure employees have appropriate procedures, training, equipment, warnings, and tools to work safely.
  • Promote and participate in the MSTS safety concept.
