General Summary:
Qualcomm is seeking an experienced regulatory and legislative policy attorney to join our team and provide strategic guidance on the dynamic landscape surrounding the development and deployment of artificial intelligence technologies. You will be responsible for working closely with our Global Affairs, business, engineering, standards, and legal teams to help navigate and influence the developing legal and regulatory requirements around the world. You will need to advise senior executives and internal teams on AI issues and best practices and support our AI compliance and regulatory efforts. You will also need to interface with external stakeholders and policymakers to help guide the regulatory and legislative efforts. We are looking for candidates who have a deep knowledge of AI regulations, laws, and standards, are proactive, have extraordinary attention to detail, and show excellent judgment. We value candidates that work well both independently and collaboratively.
Minimum Qualifications:
• Juris Doctorate degree or international equivalent.
• 8+ years of relevant experience as counsel at a law firm or in-house.
• Active bar license to practice law in the state or jurisdiction where the employee will be practicing (or ability to obtain upon hiring).
Principal Duties and Responsibilities
Monitor and assess the impact of AI regulations, laws, and policies on our business and industry, and provide timely and relevant updates and recommendations. The ability to understand the technology and how developments may affect our business is critical.
Develop and implement strategies to advocate for our AI-related interests and positions in various forums, such as government agencies, industry associations, and standard-setting organizations.
Build and maintain relationships with key external stakeholders and policymakers, and represent our company in AI-related discussions and events.
Support the company’s efforts relating to AI-regulatory and legal compliance.
Coordinate and collaborate with our legal, business, engineering, and Global Affairs teams on AI matters, and ensure alignment and consistency across regions and functions.
Provide expert counsel to our internal teams on AI issues and best practices, such as AI risk assessment, AI compliance, and AI-related litigation.
Preferred Qualifications and Experience
Bachelor’s degree in a Technical or Engineering field, or alternatively a deep understanding of the underlying technology-related aspects of AI.
9+ years of relevant experience practicing law at a law firm, in-house, or in government, including at least 3 years of experience interacting with U.S. and international regulatory bodies.
Experience relating to the development and implementation of AI regulations and laws.
Strong knowledge and experience in the application and the interpretation of AI and technology laws.
Experience with deep learning techniques, AI model training, AI system deployment, cellular communications, multimedia technologies, semiconductors, software, and/or related technologies.
Excellent drafting and negotiation skills, with attention to detail and accuracy.
Strong presentation skills, in both small groups and to large audiences.
Ability to work independently and collaboratively, with a proactive and problem-solving mindset, while managing multiple projects and deadlines in a fast-paced and dynamic environment.
Strong work ethic and dedication, proactive engagement on issues, critical thinking and problem-solving skills, and ability to think and act strategically and tactically, while demonstrating sound business judgment.

Level of Responsibility:
• Works independently with little supervision.
• Provides supervision to other supervisors/managers who are direct reports.

• Develops, redesigns organizational strategies and provides overall direction for various functional areas and/or entire organization. Has influence over the formulation and achievement of long-term business plans and objectives.

Pay range and Other Compensation & Benefits:
$191,800.00 - $287,600.00
The above pay scale reflects the broad, minimum to maximum, pay scale for this job code for the location for which it has been posted. Even more importantly, please note that salary is only one component of total compensation at Qualcomm.
