  • Must have a Top-Secret clearance.
  • A Master's or Doctorate Degree in a related field and ten (10) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the Department of Defense.
  • A Bachelor's Degree in a related field and twelve (12) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the Department of Defense.
  • Fifteen (15) years of directly related experience with proper certifications as described in the Performance Work Statement labor category performance requirements, eight (8) years of which must be in the Department of Defense.
  • Must understand current Department of Defense and United States Air Force acquisition regulations, guidelines, and processes.
  • Must handle all official records in accordance with Air Force Instruction 33-322, Records Management and Information Governance Program.
Responsibilities
  • Apply acquisition program management policies and procedures to United States Air Force systems, subsystems, and equipment procurement activities, post-award project and program management tasks, and acquisition programs throughout their life cycles.
  • Apply acquisition program management policies and procedures to perform acquisition management activities in support of existing and future F/B Directorate aircraft programs and platforms.
  • Support proposal reviews and coordinate documentation across financial management, program management, contracting, configuration management, engineering, and logistics management functions.
  • Consolidate functional inputs into common documents and plan for program milestones.
  • Provide risk management, project management, process improvement, and logistics support, including participation in Integrated Product Teams and Product/Process Improvement Working Groups.
  • Collect programmatic inputs from acquisition programs throughout research, development, production, test, acquisition, fielding, sustainment, and modernization life-cycle phases.
  • Perform non-voting advisory support for program source selections, determine program progress, and communicate recommendations orally and in writing to higher organizational management.
  • Develop and coordinate responses to taskers related to internal and external program inquiries.
  • Support Warfighter Urgent Operational Needs and Joint Urgent Operational Needs execution teams by recommending accelerated test concepts, minimum integration levels, and trade-offs among risk, schedule, performance, and cost.
  • Produce or review business case analyses, trade-off studies, acquisition and logistics estimates, aging aircraft analyses, requirements documents, acquisition strategies, acquisition plans, life-cycle management plans, life-cycle sustainment plans, enterprise life-cycle management plans, quality assurance surveillance plans, acquisition strategies, integrated master plans, integrated master schedules, acquisition investment plans, and acquisition integration master plans.
  • Support program offices during Materiel Solution Analysis, Technology Maturation and Risk Reduction, Engineering and Manufacturing Development, Production and Deployment, and Operations and Support phases, including milestone activities.
  • Develop, analyze, and maintain integrated program schedules from concept exploration through system fielding, including schedule networking, network statusing, duration assignments, relationship development, and schedule graphics.
  • Evaluate contractor-proposed schedules against Government schedules, assess program office schedules against schedule databases, and support probabilistic and deterministic schedule risk assessments, including Schedule Risk Assessments using Monte Carlo simulation-based tools.
  • Support development of contract strategies, Work Breakdown Structures, program risk assessments, market survey requirements, executive briefings, stakeholder coordination, briefing updates, and meeting minutes.
  • Perform analyses supporting program strategy decisions and courses of action, and provide program assessments to ensure milestone documentation aligns with program strategy.
  • Draft, coordinate, adjudicate comments on, and produce final coordinated milestone documents and assessments, including staff summary packages for milestone approval.
  • Support requirements document development and the Joint Capabilities Integration and Development System process and staffing.
  • Translate user requirements documents, including Capability Development Documents, Capability Production Documents, and Concepts of Operations, into Request for Proposal documentation for the F/B Directorate.
  • Support key acquisition events and reviews, including System Requirements Reviews, Preliminary Design Reviews, Critical Design Reviews, Test Readiness Reviews, Technical Configuration Meetings, Functional Configuration Audits, Physical Configuration Audits, Production Readiness Reviews, and Technical Interchange Meetings.
  • Apply program management initiatives involving commercial items, including Non-Developmental Items, Commercial Off-The-Shelf items, and Federal Aviation Administration-certified items.
  • Support commercial practices and acquisition approaches such as Performance Based Business Environment, Evolutionary Acquisition, Agile Acquisition, Joint Capabilities Integration and Development System, Concepts of Operations, partnering, architectural views, and Capabilities Review and Risk Assessment.
  • Assist with the Automated Business Services System, System Management Analysis Reporting Tool, and Integrated Budget Documentation and Execution System, including producing documents using the Integrated Budget Documentation and Execution System.
  • Support Defense Acquisition Guidebook processes, including Monthly Acquisition Reports, Defense Acquisition Executive Summaries, Selected Acquisition Reports, and the Task Management Tool.
  • Plan, coordinate, and participate in integrated program reviews and conferences, including executive, readiness, technical, budget, design, weapon system, requirements working group, supportability, and management reviews.
  • Review and analyze weapon system prime and subcontractor Earned Value Management systems and support management of the action-item process following program reviews.
  • Support program briefings and reports by gathering information, preparing charts, presenting briefings, and providing other program support.
  • Process and complete Modification Proposal Air Force Form 1067 activities, including logging, assigning review responsibilities, tracking completions, responding to using commands, and archiving results.
  • Provide programmatic support for using commands' Requirements and Planning Councils or similar requirements review processes.
  • Support capability planning and development actions, including implementation of policies, processes, and tools, High Powered Team support, and capability-based planning processes for Air Force Materiel Command.
  • Support Air Force Materiel Command Capabilities Integration Panel resources, including financial and manpower resources, and review capability requirements and option sets for interoperability and linkages to other capabilities.
  • Communicate across multiple platforms, programs, phases, and enterprises while supporting integration of intelligence information and infrastructure for cross-enterprise capabilities planning and system acquisition.
  • Support establishment of a capability architect function to develop integrated architectures for cross-enterprise comparison, analysis, and integration.
  • Identify and advocate Air Force Operational Support capability requirements and support Operational Support transformation through capability-based planning, modernization initiatives, process engineering, and integration of intelligence from concept development through sustainment.
  • Promote the use of Modeling, Simulation, and Analysis throughout the acquisition life cycle and support development and maintenance of common-use Modeling, Simulation, and Analysis tools.
  • Support command leadership and policy for modeling, simulation, and analysis to enable capability-based planning and acquisition, access modeling databases, and perform specific analysis.
  • Plan, organize, and manage critical aspects of the development, production, and deployment of capabilities, including systems of systems, families of systems, systems, subsystems, and equipment.
  • Support the Directorate/Division Self-Inspection Program by preparing for inspections, distributing checklist information, developing and maintaining checklist tracking and reporting, monitoring completion status, and recommending corrective actions.
  • Prepare, maintain, update, and review test and test-related documentation, including the Test and Evaluation Master Plan, Integrated System Test Plan, Integrated Test Team Charter, Program Introduction Document, Statement of Capabilities, and other required test plans and reports.
  • Review test documentation for adequacy, specification and performance requirement compliance, and conformity with mandatory guidance, and provide recommendations for improvement.
  • Recommend, assess, and analyze requirements and objectives, test and evaluation concepts, strategies, and plans.
  • Coordinate acceptance test procedures and associated plans, including testing requirements with program office customers, contractors, and other agencies with standardization requirements for test programs.
