Requirements
  • A Bachelor's Degree in a relevant field and 8 years of related experience, or an equivalent combination of education and directly related experience.
  • U.S. citizenship is required.
  • Satisfactory pre-employment screening, including a drug and breath alcohol test and a Motor Vehicle Record check.
  • Ability to obtain and maintain a Department of Energy security clearance.
  • Experience with content management systems, SharePoint, and web content systems.
  • Experience with user interface/user experience or graphic design and web interface design.
  • Knowledge of software development methodologies, tools, and processes, including source code control, application development tools and techniques, database design, development and management, programming languages, and component integration.
  • Knowledge of hardware and operating systems, including system architectures, network infrastructures, and client-server principles.
  • Knowledge of hardware and software integration and testing and the ability to partner with customers.
  • Ability to review and understand end-to-end work processes.
  • Ability to translate technical terms into layperson's terms and present them to non-technical audiences.
  • Skill in working closely with customers and suppliers to define expectations and mutual responsibilities.
  • Strong web-development and specialization experience, especially with ASP.NET and Bootstrap.
  • Experience with Node.js, JavaScript, HTML, jQuery, Bootstrap, REST APIs, Amazon Web Services, and C#.
  • Experience with SQL and relational databases such as PostgreSQL and MySQL.
  • Core full-stack expertise and DevOps competency.
Responsibilities
  • Investigate, design, document, and implement software solutions supporting software applications and systems.
  • Work with customers, product owners, and end users to understand business needs.
  • Develop concepts for information system solutions and evaluate their cost effectiveness.
  • Provide leadership and mentorship for other team members while serving as a technical servant leader.
  • Foster strong relationships with customers, peers, and service providers.
  • Identify productivity impediments and promote work process improvements.
  • Design, develop, analyze, modify, test, debug, and evaluate software to meet functional requirements.
  • Develop conversion, system integration, and system implementation plans.
  • Gather reporting requirements and recommend and implement solutions.
  • Prepare and obtain approval of system and programming documentation.
  • Arrange, prepare, and conduct meetings, workshops, and presentations as required.
  • Provide training and support for end-user customers and train users during system conversion and implementation.
  • Adhere to Laboratory and information systems and technology policies and programs.
  • Research and evaluate industry practices or regulatory changes affecting information system policies or programs, and recommend changes to development, maintenance, and system standards.
  • Use Agile and Scrum project management methodologies; gather customer requirements; perform risk management; and conduct capacity and availability planning for computing infrastructure.
  • Maintain safety and security compliance and required training, including stopping work when conditions are unsafe or compromise security.
  • Monitor the work of less experienced personnel when designated.
  • Direct personnel within a discipline on special project segments when assigned.
  • Contact users, discipline staff specialists, business analysts, database administrators, and system administrators as needed for information systems activities.
Desired Qualifications
  • Postgraduate coursework.
  • Familiarity with the Los Alamos National Laboratory Project Management Software Application Portfolio, including P6, COBRA, CRES, and Integrify.
  • An active Department of Energy or Department of Defense clearance held within the past two years.
  • Previous Department of Energy or National Nuclear Security Administration work experience.
  • Agile/Scrum certification and experience.
