Requirements
  • Bachelor’s degree in a related technical field.
  • Eight years of relevant experience.
  • Must have or be able to obtain a Department of Energy Q clearance.
  • U.S. citizenship.
  • Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, in accordance with Federal Travel Regulations.
  • Location is the Department of Energy - Richland Operations Office, The Hanford Site, and Richland, Washington.
  • Normal expected reading rate of 40 pages per hour.
Responsibilities
  • Perform requested document reviews of Hanford current and/or historical documents as Hanford Authorized Derivative Classifier.
  • Provide an estimate of the time required to perform each requested review.
  • Identify unclassified sensitive and/or classified information as determined by DOE Orders, Manuals, and Guides.
  • Mark, handle, and store the reviewed documents for the types of information identified in accordance with DOE Order requirements.
  • Identify the number of document pages reviewed for each request.
  • Perform requested declassification document reviews of Hanford current and/or historical documents.
  • Provide an estimate of the time required to perform each requested review for declassification.
  • Determine if unclassified sensitive or classified information is contained within the documents based upon written DOE guidance.
  • Redaction of portions of the document as directed.
  • Upon completion of the document review effort, properly mark each requested document to identify its current status.
  • Develop and conduct training for Hanford certifying Derivative Classifiers, Derivative Declassifiers, and Unclassified Controlled Nuclear Information (UCNI) Reviewing Officials.
  • Utilize training materials and information from the DOE Office of Classification to the extent practical and as applicable to the Hanford Site.
  • Develop Hanford specific training exercises and exams for use in these training courses.
  • Review draft DOE Classification Guidance, bulletins, orders, manuals and other forms of requirements and provide written comments to the RL Classification Officer within the requested time frame.
  • Conduct searches for specified information contained in classified records, documents and other resources as requested by the DOE-RL Classification Officer or the DOE-RL Security and Emergency Services Division Director, including interviews of federal employees, DOE contractor employees, and members of the public.
  • Document the results of the requested search and provide to the requestor within the specified time frame.
  • Assist DOE-RL in conducting self-assessments of the DOE-RL classification program, including development of an assessment plan, document reviews, field work, and development of an assessment report using the DOE Office of Classification format and lines of inquiry.
  • Mark, handle, and store the reviewed documents for the types of information identified in accordance with DOE Order requirements.
  • Identify the number of document pages reviewed for each request.
  • Redact portions of the documents reviewed as directed by the DOE-RL Classification Officer.
  • Provide draft training materials with specific training exercises and exams to DOE-RL Classification Officer.
  • Provide written comments of draft DOE Classification Guidance, bulletins, orders, manuals and other forms of requirements to the DOE-RL Classification Officer within the requested time frame.
  • Document the results of the requested interviews/search and provide to the requestor within the specified time frame.
  • Assist in development of an assessment plan, document reviews, field work, and development of an assessment report using the DOE Office of Classification format and lines of inquiry for assessing DOE classification programs.
Desired Qualifications
  • Possess Hanford operating/engineering experience or working knowledge of 100 Reactor Areas; 200 East Areas – PUREX Operations, B Plant Operations, Tank Farms; 200 West Areas – T Plant Operations, Plutonium Finishing Plant Operations, REDOX Operations, Tank Farms, and Low-Level Burial Grounds; 300 Area – Fuel Fabrication Operations, Test Reactor Operations; 400 Area – Fast Flux Test Reactor Operations.
  • Been a derivative classifier and/or a derivative declassifier and a Reviewing Official (RO) for Unclassified Controlled Nuclear Information (UCNI).
  • Ability to complete local DOE derivative classifier and derivative declassifier training and pass exams with a score of 80% or better.
  • Knowledge of Official Use Only, For Official Use Only, Export Controlled Information, Unclassified Controlled Nuclear Information, Applied Technology information, Privacy Act information, and other sensitive types of information.
  • Willingness and ability to travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance.
