Requirements
  • Bachelor’s degree in Engineering
  • Significant progressively responsible professional, technical civil engineering experience including at least two years' experience in bridge program management, bridge rehabilitation design, and/or project management of bridge rehabilitation capital projects
  • Experience may not be substituted for the Engineering Degree requirement
  • Possess, or obtain by time of appointment, a valid driver's license; authorize Arlington County to obtain or provide a copy of their driving record; employment offer may be contingent upon favorable driving record

Responsibilities
  • Managing the bridge safety inspection program, ensuring that the biennial bridge inspections are completed in accordance with Federal and State requirements
  • Developing and prioritizing the 4-year bridge repair maintenance plan including preparing annual bridge repair and maintenance budgets for the County’s bridge inventory
  • Creating the bridge component of the Capital Improvement Plan including planning level cost estimates and scoping for future bridge capital projects and rehabilitations
  • Procuring design and construction contractors to perform Annual Maintenance and Repair Work, and complete Capital Improvement Projects
  • Directing consultant development of plans, specifications, estimates, and bid documents for construction contractors to execute the work contained in the Annual Maintenance and Repairs Work Plan and bridge capital improvement plan including reviewing consultant work products to ensure that they effectively meet the County’s goals and are accurate and complete
  • Preparing and reviewing detailed design and construction engineering plans including cost estimates, technical reports, and associated documentation for transportation related projects
  • Collaborating project implementation with internal teams, external agencies, and stakeholders to ensure projects are completed on time and within budget, while complying with regulatory requirements
  • Developing materials for and participating in pre-bid meetings, public engagement presentations, construction meetings, and other project-related events
  • Performing other job-related duties including the design and review of retaining walls and other small structures and providing structural engineering related guidance on other capital projects
Desired Qualifications
  • Professional Engineer License in the Commonwealth of Virginia or state with reciprocity
  • Experience as an National Bridge Inspection Standards Program Manager
  • Experience as an National Bridge Inspection Standards Team Leader
  • Successful completion of FHWA approved comprehensive bridge inspection training course
  • Experience managing bridge programs and transportation projects for a government agency

Pioneering sustainable wastewater solutions: Arlington Re-Gen. Arlington County is taking a bold step towards environmental sustainability with the launch of its Re-Gen project - a comprehensive upgrade to the Water Pollution Control Plant (WPCP) focused on turning wastewater into renewable energy and nutrient-rich soil amendments. This progressive design-build project will revolutionize solids handling facilities using state-of-the-art technology, all while supporting a cleaner, greener community. In partnership with PC Construction as the design-builder, Stantec as the engineer, and HDR as the program manager, the County will incorporate advanced systems - including thermal hydrolysis process (THP) - pre- and final-dewatering facilities, primary and secondary anaerobic digesters, odor control, biogas treatment, and steam generation. The THP will allow the WPCP to produce Class A biosolids suitable for use as fertilizer, while capturing and treating biogas for use as a renewable energy source. These improvements align with Arlington County's Solids Master Plan and are geared toward reducing greenhouse gas emissions and achieving negative net energy usage, supporting the County's vision for Envision Gold verification. The Early Work Package is now underway and sets the stage for this multi-year modernization effort, beginning with crucial site preparation activities such as grading, building demolitions, utility relocations, and foundation work for future treatment systems - all while maintaining uninterrupted operations at the facility. Major construction activities are scheduled to commence late 2026, with completion projected in 2031. The heart of the Re-Gen program lies in its innovative solids-handling systems, which will include thermal hydrolysis and anaerobic digestion to produce renewable resources, modern dewatering and screening equipment, enhanced truck loading, and sophisticated odor control. These upgrades will enable Arlington County to transform biosolids generated during wastewater cleaning into reusable Class A biosolids and renewable natural gas, substantially lowering the Plant's carbon footprint. With the Water Pollution Control Plant currently treating 23 million gallons of wastewater each day from homes and businesses, the Re-Gen project represents a transformative investment in the region's environmental health and resource recovery capabilities.
