Requirements
  • An active or current DoD Secret clearance.
  • US Citizenship.
  • Bachelor's of Science Degree in Electrical Engineering, Computer Engineering, Mechanical Engineering, Physics or related field.
  • An Associate's Degree and 2 years of additional experience will be considered in lieu of Bachelor's Degree or a High School Diploma/GED and 4 years of additional experience will be considered in lieu of Bachelor's Degree.
  • 8 years of experience.
  • Experience working in a multi-disciplinary team consisting of systems engineers, electrical and electronics engineers, acquisition professionals, and logistics and sustainment professionals to achieve program outcomes.
  • Experience supporting a submarine acquisition program.
  • Knowledge of submarine construction process and test program, knowledge of naval ships/submarines, ship systems, or subsystems.
  • Strong quantitative, analytical, and conceptual thinking skills.
  • Expert in Excel, Word, and Powerpoint skills; Proficient in Access.
  • Strong skills as a oral communicator, competent writer and editor.
  • Strong project management skills and should be capable of working independently and in a team environment.
  • Ability to facilitate and coordinate efforts with key government and non-government stakeholders.
  • Ability to work with minimal supervision.
  • Ability to work well within a time sensitive environment.
  • Ability to learn and grow individually, while mentoring junior team members effectively, building team cohesion and capacity.

Responsibilities
  • Support the management and execution of technical and design requirements for new and ongoing submarine shipbuilding programs.
  • Plan and coordinate test & evaluation events for the new construction submarines.
  • Provide expert-level guidance to various teams regarding program management processes, coordinating schedules between project teams, supporting cost assessments, identifying/managing risk, and developing post-delivery operational plans.
  • Coordinate with Fleet at ISIC and TYCOM level to ensure appropriate priority is afforded to Program Office needs in operational scheduling.
  • Coordinate with NUWC and NSWC trial leads to ensure test teams can support planned schedules.
  • Facilitate completion of Verification, Validation and Accreditation (VV&A) of Models and Simulations used in support of evaluating performance of VIRGINIA Class units.
  • Facilitate Test and Evaluation (T&E) WIPTs and Target/Threat Validation (TTV) IPTs for PMS 450 since IOT&E of USS VIRGINIA.
  • Use standard Microsoft Office tools to create briefs, write letters, or build spreadsheets to communicate necessary points, promulgate decisions, or analyze and present data.
Desired Qualifications
  • Experience working in DoD or DoN environments is preferred.
  • Recent experience in Team Submarine.
  • Active-Duty Experience in the submarine service.
  • 10 years of test and evaluation experience.
  • Integrated Evaluation Framework, Test and Evaluation Master.
  • 10 years of Test planning, coordination, execution, data collection, analysis, and report generation.
  • 10 years test and evaluation project lead experience for major defense acquisition programs.
  • Test & evaluation experience supporting submarine, surface, and ballistic missile defense programs.
  • Active NNPI account and CAC.
  • 10 years of experience with Navy acquisition and Submarine Programs.
  • Experience leading a project and interfacing with an end item customer.
  • Knowledge of Program Management, including the acquisition process, the budgeting process and Navy program execution.
