Requirements
  • An associate degree in Construction Management/Technology from an accredited university or college and at least 5 years of experience in construction management.
  • Working knowledge of construction methods, materials, and standards, with the ability to read and interpret plans, specifications, shop drawings, and submittal registers.
  • Strong inspection and quality assurance skills, including testing and sampling oversight and pre-final and final acceptance inspections.
  • Familiarity with critical path method scheduling, cost estimating, change order development, and government payment estimates.
  • Ability to possess and maintain an active Secret clearance.
  • Ability to perform the physical duties of the position, including sitting or standing for extended periods, typing and reading from a computer screen, bending, reaching, kneeling, walking moderate to long distances, and lifting up to 25 pounds.
Responsibilities
  • Monitor and control construction operations for large and complex projects involving specialized electrical systems, complex mechanical systems, unique structural requirements, base facilities, infrastructure, and utility distribution systems.
  • Monitor and control major segments of difficult and complex project plans and specifications, and review plans before contract advertisement to determine construction feasibility and practicability.
  • Provide technical information to bidders during pre-bid conferences and site visits.
  • Prepare statements of work, attend pre-construction conferences, clarify technical portions of drawings and specifications, and coordinate proposed schedules with the using agency.
  • Approve changes that do not alter the basic design or add cost, and advise contractors on scheduling, progress reporting, safety, and cost.
  • Review shop drawings and material and equipment submissions.
  • Maintain surveillance over complex structures and investigate construction phases for compliance with schedules, specifications, and shop drawings.
  • Reject nonconforming materials and workmanship, manage testing and sampling, perform acceptance inspections, and maintain daily logs and photographic records.
  • Determine the need for project changes, estimate costs, develop modifications, prepare government monthly payment estimates, record changes for as-built drawings, and investigate situations that may lead to contractor claims.
  • Serve as liaison between the contracting officer and project engineer, act as the point of contact on assigned projects, and assist in negotiations on price and schedule changes using technical and cost expertise.
  • Negotiate changes with contractors within delegated authority and track change order and modification status in computer-based project tracking programs.
  • Advise the supervisor and contracting officer of contract status, progress, and delays; prepare required reports and correspondence; and manage project closeout, including as-built drawings, fiscal closeout, project files, and electronic status tracking systems.
  • Follow operations security guidelines and applicable directives when accessing FOUO information or restricted areas and materials.

  • Knowledge of Department of Defense or U.S. Air Force environments.
  • Ability to manage schedules, staffing, budgets, and operational priorities in dynamic environments.
  • Ability to engage effectively with senior military leaders, government personnel, and contractor teams.
  • Proficiency with Microsoft Office Suite.
