Requirements
  • At least 12 years of pricing, cost estimating, or related financial leadership experience within the federal government contracting market, including the Department of Defense and/or Federal Civilian markets, with a track record of pricing competitive, awarded pursuits.
  • Deep working knowledge of Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement cost and pricing regulations, Truthful Cost or Pricing Data requirements, and Cost Accounting Standards, with demonstrated Defense Contract Audit Agency and Defense Contract Management Agency audit experience.
  • Demonstrated experience pricing hardware, software, and services simultaneously, including bill-of-materials-based hardware and component cost modeling alongside labor-based services pricing.
  • Proven ability to build and scale a pricing function, including repeatable and compliant processes, tools, and governance.
  • Strong financial modeling skills, including advanced Microsoft Excel, and experience with cost estimating tools, enterprise resource planning systems, or pricing software.
  • Ability to work as an individual, hands-on contributor while building toward a team leadership role.
  • Bachelor's degree in Finance, Business, Economics, Engineering, or a related field.
  • Ability to obtain and maintain a Department of Defense Secret clearance.
Responsibilities
  • Serve as the hands-on pricing lead across active pursuits by developing pricing strategies, cost volumes, and Bases of Estimate for hardware, software, and services offerings.
  • Build the pricing function from the ground up, including pricing models, templates, review gates, and scalable governance.
  • Recruit, build, and ultimately lead a pricing team, providing mentorship and training as the function expands beyond a single working leader.
  • Develop bill-of-materials-based hardware and component cost models reflecting manufacturing costs, supply-chain sourcing, NATO-allied and domestic content considerations, and volume and scale assumptions relevant to the company's platforms.
  • Develop services pricing models across labor categories and fixed-price, time-and-materials, and cost-reimbursable contract types, as well as software and intellectual-property pricing approaches for federal and commercial customers.
  • Partner with Capture Managers, Business Development Directors, Program Management, Contracts, and Solutions Architecture to develop compliant, competitive pricing aligned with technical solutions and win strategy.
  • Ensure pricing compliance with Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement cost and pricing regulations, Truthful Cost or Pricing Data requirements, and Cost Accounting Standards, while maintaining audit readiness for Defense Contract Audit Agency and Defense Contract Management Agency reviews.
  • Support indirect-rate-structure development, forward-pricing-rate proposals, and wrap-rate maintenance in coordination with Finance and Contracts.
  • Provide pricing trade-off analysis and executive-level recommendations at gate reviews and bid/no-bid decisions, balancing competitiveness with margin and cost realism.
  • Track competitive pricing intelligence and market benchmarks across federal and adjacent commercial hardware, software, and services markets.
  • Bring commercial pricing disciplines, such as value-based or market-based pricing, into federal pursuits where appropriate, particularly for software and recurring services offerings.
  • Provide accurate, timely pricing status and risk reporting consistent with company-wide Business Development and Finance operating rhythms.
  • Remain stationary for extended periods while building financial models, developing cost volumes, and participating in virtual or in-person meetings.
  • View computer screens and review detailed spreadsheets, cost data, solicitations, and regulatory documents for prolonged periods.
  • Operate a computer, keyboard, and standard office equipment for extended periods while performing detailed financial modeling and data entry.
  • Communicate clearly and effectively in person, by phone, and virtually, including presenting pricing analysis and recommendations to executives, gate review boards, and government audit personnel.
  • Travel occasionally, up to 10–15%, by air and ground transportation to manufacturing and program locations, including walking manufacturing floors or other industrial environments.
  • Work extended hours during proposal surge periods and maintain accuracy on detail-intensive work under time constraints.
  • Occasionally lift and carry materials such as luggage, laptops, or proposal documentation weighing up to 20 pounds.
Desired Qualifications
  • An MBA or equivalent advanced degree.
  • Commercial pricing experience, such as Software as a Service, hardware, or manufactured products, including market-based and value-based pricing techniques that complement federal cost-based pricing.
  • Experience pricing hardware or manufactured components in an aerospace, defense, or advanced manufacturing environment.
  • Experience pricing under Other Transaction Agreements, Commercial Solutions Openings, or Commercial Item determinations, in addition to traditional Federal Acquisition Regulation-based cost and price approaches.
  • Certified Professional Pricing or similar pricing/cost estimating certification.
  • Familiarity with Blue UAS and National Defense Authorization Act compliance considerations and their effects on component sourcing and cost structure.

Heven AeroTech has appointed Lexi Alexander as chief growth officer to lead operational scaling and international expansion. Alexander brings over 20 years of defence growth leadership in cyber warfare, AI data platforms, and secure logistics. The Virginia-based hydrogen-powered drone manufacturer has expanded its workforce by 132%, growing from 38 employees at year-end 2025 to 88 currently. The company has also appointed three additional executives: Dr Karen Swider-Lyons as VP of hydrogen, Samantha Hamilton as VP of AI, and Gaston Paz as head of manufacturing and operational strategy. Heven AeroTech manufactures hydrogen-powered unmanned aerial systems with AI and quantum-enabled capabilities for defence applications. Hydrogen-powered Z1 UAS enters U.S. Army acquisition pipeline. Heven AeroTech has secured a Basic Ordering Agreement (BOA) with the U.S. Army Contracting Command - Redstone Arsenal for its Z1 hydrogen-powered unmanned aircraft system and supporting hydrogen generation systems. Hydrogen-powered Z1 enters Army acquisition pipeline. Effective January 2026, the BOA establishes a streamlined contract vehicle for Army units to acquire the Z1 and associated hydrogen infrastructure through the U.S. Army UAS Project Office. The agreement leverages the Z1's status as a Blue UAS Select platform, aligning the system with Department of Defense requirements for secure, domestically aligned unmanned aircraft. "This agreement represents an important step in reducing procurement friction for Army units seeking advanced UAS capabilities," said Michael Buscher, Heven AeroTech President of U.S. Operations. "Hydrogen-powered systems offer extended endurance, logistical flexibility, and reduced dependency on traditional fuel and battery supply chains." Focus on long-endurance UAS operations. Heven AeroTech positions the Z1 as a hydrogen-powered, runway-independent drone engineered for mission-critical missions that require long endurance and flexible payload options. Hydrogen fuel supports extended flight times compared to conventional battery-powered platforms and enables rapid refueling through dedicated hydrogen generation systems in the field. The BOA is intended to support rapid deployment, technology maturation, testing and evaluation, system integration, fielding, sustainment, and modernization of Z1-based UAS capabilities across Army units. According to Buscher, "Through this BOA, we are positioned to provide Army units with a pre-negotiated acquisition pathway to Heven's systems, enabling faster procurement and accelerating our ability to support evolving mission requirements with resilient, domestically aligned technology."
