Requirements
  • BA or BS degree and/or recognized amount of work experience (preferably in a related discipline).
  • Clinical trials Sponsor experience, CRO operational and/or business development experience, or other trial related experience, including significant experience negotiating and drafting clinical trial-related agreements is required.
  • Excellent oral/written communication skills and proficiency with MS Office applications (Word/PPT/Excel) required.
  • Understanding of activity based costs along study path; expert knowledge in clinical trial outsourcing; knowledge of operational impact to timelines, budget, and quality (required for Director Level).
  • Negotiating and contracting skills: knowledge and experience of contracting with external service providers; application of contracting strategies at enterprise levels; internal and external influencing abilities for expectation and timeline management; proven experience for Director Level.
  • Ability to gain in-depth understanding of study requirements to secure resources and services from CROs and other service providers; identify and broker appropriate study execution options; request proposals; analyze and negotiate complex proposals; select vendors in collaboration with study teams; negotiate contracts.
  • Familiarity with budgets, forecasts, and ability to communicate impact of contractual changes to business units and stakeholders.
Responsibilities
  • Provide expert contracts and outsourcing guidance to internal and external stakeholders.
  • Act as a central point of contact for business related issues and facilitate conflict resolution.
  • Lead and manage cost estimate processes for high level scenario planning.
  • Lead study, program, and asset level outsourcing cost analysis efforts.
  • Provide situational outsourcing consultation and guidance.
  • Directly negotiate business terms, clinical operations fees, and scope of services with Alliance Partners (AP's), CRO's and other service providers.
  • Provide leadership and oversight in one or more key areas within outsourcing (e.g. PSC Development, FCPA Process, etc.).
  • Embrace and drive forward the current outsourcing model with AP’s & selected service providers.
  • Assess and apply innovative outsourcing solutions harmonized with unique and specialized partner facing model.
  • Utilize project planning and costing tools/software to evaluate options, negotiate costs and recommend optimal value-added solutions for APs / Preferred Suppliers.
  • Liaise with customers and stakeholders to ensure realistic expectations of the contracting process, external providers and the contracting environment.
  • Provide expertise to study teams by identifying and evaluating outsourcing and resourcing options for global and local decision-making.
  • Manage the outsourcing process as an agent of Business Operations: understand study requirements, secure resources and services from CROs and other providers, identify and broker execution options, request proposals, analyze and negotiate proposals, select vendors, negotiate contracts.
  • Prepare, negotiate and finalize/execution of various agreements including full-service Alliance Partner Work Orders, 3rd party Vendor Services Agreements, Investigator Initiated Research Agreements, Outcomes Research Agreements, Publications Agreements, Change Orders, Consultant Agreements, Master Services Agreements, Clinical Research Agreements and ad-hoc agreements.
  • Negotiate proposed changes to standard contract language within guidelines; raise significant changes to Legal Division and budget exceptions to stakeholders for resolution.
  • Design creative and risk-averse payment schedules to drive vendor performance and compliance with regulations.
  • Oversee Per Subject Cost estimation and Clinical Study Agreements execution.
  • Communicate impact of significant contractual changes and budgets to BUs/RUs and other stakeholders; analyze budgets to ensure appropriate costs.
  • Provide oversight and leadership as a subject matter expert in outsourcing; participate in special projects as needed.
  • Identify process gaps and drive contracting and outsourcing tools development with the Outsourcing Group Lead.
  • Obtain real time external knowledge, feasibility data (supplier surveillance) and assessment of external market.
  • Participate in critical global initiatives with sourcing, contracting and budgetary expertise.
Desired Qualifications
  • MBA, JD, or other advanced degree; prior management responsibilities; substantial work experience preferred for Director Level (P05).
  • Experience with ACW, Clear Trials, Grants Manager and/or other industry cost and planning tools.
  • Role-specific certifications or additional experience in Sarbanes-Oxley compliance and GAAP considered beneficial.
