Requirements
  • A high school diploma or general education degree (GED) is required.
  • At least 3 years of Community Management experience with 150 units or more is required.
  • At least 2 years of experience managing multiple properties is required.
  • At least 2 years of proven increased responsibility and staff oversight is required.
  • At least 3 years of Tax Credit, HUD, and/or affordable housing experience is required.
  • A valid driver's license and insurance are required.
  • The employee must be able to perform the listed physical demands, including occasional lifting or moving of up to 25 pounds.
Responsibilities
  • Oversee the entire operation of an assigned portfolio of communities and achieve each community's financial, compliance, and operational goals.
  • Formulate and manage annual operational and capital budgets, track and report monthly financial performance, and implement strategies to enhance asset value.
  • Meet regularly with the Zone Portfolio Manager to report on portfolio performance.
  • Review and approve property invoices, provide plans for outstanding late payments, and coordinate with Accounts Receivable to ensure timely collection.
  • Attend regular property-owner meetings to discuss performance and critical issues using a structured agenda.
  • Ensure rent increases, notices, violations, inspections, and reports are budgeted, tracked, and implemented as scheduled.
  • Implement strategies for expense management, resident retention and service, income generation, and collections.
  • Recruit, hire, train, and manage the performance of direct reports, applying appropriate corrective action and progressive discipline when needed.
  • Meet with community staff to monitor performance, provide training, and deliver feedback.
  • Coach, train, develop, and proactively manage community-staff performance.
  • Identify field-staff training and development needs and coordinate training requests with Zone Portfolio Managers and the Employee Development Department.
  • Ensure direct reports comply with applicable local, state, and federal laws concerning the industry, employment, and resident or tenant relations.
  • Visit each property site regularly and ensure that community interiors and exteriors meet safety and appearance standards.
  • Ensure quality property maintenance through preventive-maintenance inspections and timely completion of work orders.
  • Respond promptly to maintenance emergencies and after-hours calls.
  • Work with Community Managers to ensure on-site work is satisfactory.
  • Approve repair, operating, and maintenance contracts within delegated authority, use approved vendors, monitor vendor performance, and report property-related issues.
  • Continuously monitor annual certification for PBV waitlists and related certifications, address deficiencies, and involve Human Resources when staff performance deficiencies are identified.
  • Maintain property records according to security protocols and ensure properties have appropriate security equipment.
  • Perform regular security checks.
  • Review and approve site-staff timecards.
  • Maintain regular and reliable attendance during scheduled hours.
  • Perform other duties as required.
