Requirements
  • A bachelor's degree from an accredited college or university with major coursework in human resource management, public administration, business administration, or a related field, plus six years of human resources experience including three years of supervisory experience, or an equivalent combination of education and experience.
  • Knowledge of local, state, and federal laws and regulations relevant to program activities and business functions, and of public administration and management principles and practices.
  • Ability to direct and organize program activities and business functions; establish goals and objectives supporting the strategic plan; identify problems, evaluate alternatives, implement effective solutions; develop and evaluate policies and procedures; prepare reports; communicate effectively; and supervise the work of others.
  • Knowledge of computer systems, databases, and spreadsheet use to ensure department efficiency.
  • Ability to analyze data, identify trends, and deliver clear, engaging, data-based, accurate proposals aligned with Buncombe County’s strategic goals.
  • Leadership and team management skills, with communication and interpersonal skills and experience working directly with users and collaborating across internal teams to deliver complex projects.
Responsibilities
  • Assist the Human Resources Director with implementing long-range strategic plans, departmental goals and priorities, policies, procedures, and business practices, and provide analysis and recommendations.
  • Promote a high-quality customer experience with internal and external stakeholders, model accountability for self and team performance, and execute responsibilities consistently.
  • Direct the activities of assigned Human Resources divisions and provide leadership and direction to management, professional, and support staff through direct and indirect supervision.
  • Champion continuous improvement by devising strategies and training and development opportunities, and monitor and improve the efficiency, effectiveness, and quality of Human Resources service delivery.
  • Collaborate with Division Managers and the Human Resources Director to ensure compliance with federal, state, and local laws, regulations, policies, and procedures; interpret rules and laws; and develop data systems for effective and accurate support.
  • Prepare and manage annual operating and capital budgets; secure and oversee grant and partner funding; interpret and enforce contracts and grants; forecast staffing and supply needs; and make budget adjustments.
  • Establish and maintain relationships with internal and external stakeholders; convene and participate in meetings, committees, workshops, interagency task forces, special projects, and community groups; and support knowledge transfer and exchange.
  • Prepare and present reports to County leadership, Boards and Committees, and community groups; respond to research requests from executives and elected officials; represent Human Resources to internal departments and external agencies; coordinate activities across departments and partner organizations; and serve as the primary backup to the Human Resources Director.
  • Receive, respond to, and resolve confidential and sensitive inquiries; investigate complaints; and recommend corrective actions in consultation with the department director and Human Resources.
  • Perform special projects and other related duties within the area of responsibility.
  • Oversee up to four Human Resources divisions based on candidate experience and organizational needs.
  • Streamline business processes and workflows across multiple Human Resources systems; review and provide strategic assistance on departmental business goals and key performance indicators.
  • Direct the evaluation and improvement of Human Resources policies and procedures and implement and continuously refine an employee handbook.
  • Champion cross-training and succession-planning initiatives within the Human Resources Department.
  • Support the implementation and strategic rollout of the countywide classification and compensation study.
Desired Qualifications
  • Experience working in local municipal governments, including county, city, or town government.
  • Prior Assistant Director or managerial experience.
  • Active Society for Human Resource Management Certified Professional, Society for Human Resource Management Senior Certified Professional, Professional in Human Resources, Senior Professional in Human Resources, or similar Human Resources certification.
