Requirements
  • At least 10 years of experience.
  • At least 5 years of business development, growth, capture, or solutioning experience.
  • PMP certification or another relevant project or program management credential.
  • Must reside in the United States and perform work within the United States.
  • Project or program management experience leading or supporting health information technology project delivery in software, data, analytics, health informatics, public health systems, software development, and/or information technology.
  • Experience in federal consulting supporting business development, growth, capture, solution development, proposal development, or solutioning activities.
  • Experience leading complex, multi-workstream information technology programs within governance, compliance, or project management office frameworks.
  • Strong client engagement, stakeholder management, written communication, verbal communication, analytical, and problem-solving skills.
  • Ability to work across and lead multidisciplinary teams spanning health, data, technology, delivery, and growth functions.
Responsibilities
  • Serve as a project or program leader for complex health information technology initiatives, with accountability for scope, schedule, budget, resources, risks, issues, dependencies, reporting, and delivery quality.
  • Lead cross-functional teams through the full systems development lifecycle, ensuring alignment with milestones, quality standards, client objectives, and contractual requirements.
  • Oversee delivery across health data systems, systems integration, cloud, data and analytics, cybersecurity, application modernization, and related enterprise technology areas.
  • Manage program operations and project management office functions, including financial tracking, performance reporting, continuous improvement, and coordination across multiple workstreams.
  • Provide strategic guidance and hands-on support as needed to ensure successful delivery of integrated technology solutions.
  • Lead, mentor, and develop multidisciplinary teams across health, data, technology, capture, and delivery functions.
  • Foster a culture of collaboration, accountability, innovation, and continuous skill development.
  • Support staff growth in Agile delivery, cloud, artificial intelligence and machine learning, data governance, health informatics, proposal development, and client communication.
  • Communicate with senior leaders, clients, technical teams, capture teams, and non-technical stakeholders.
  • Synthesize complex health, technical, operational, and business information into clear, structured recommendations and deliverables.
  • Build and maintain client and stakeholder relationships, supporting engagement, governance, executive communication, and alignment to client priorities.
  • Support growth for public health data and health informatics initiatives through pipeline development, opportunity research, client intelligence, and market insight.
  • Partner with business development, capture, technical, and program teams to shape solution strategies, value propositions, capability briefings, and proposal content.
  • Translate health informatics, information technology, data, and analytics concepts into clear, client-ready solutions for federal and state health audiences.
  • Contribute to portfolio strategy and growth planning across chronic disease, infectious disease, behavioral health, surveillance, analytics, and health data systems.
  • Support proposal and capture activities, including opportunity qualification, solution development, technical writing, and development of compliant, organized growth materials.
Desired Qualifications
  • A master's degree in public health, health informatics, information technology, or epidemiology is preferred.
  • Experience supporting federal public health, surveillance systems, or health data initiatives, including work aligned with agencies such as the Centers for Disease Control and Prevention, the Substance Abuse and Mental Health Services Administration, or state health programs.
  • Familiarity with federal procurement, capture, and proposal processes.
  • Experience developing solution concepts, opportunity summaries, capability briefings, proposal content, and client-ready materials.
  • Strong understanding of modern enterprise technologies, including cloud, artificial intelligence and machine learning, data governance, analytics, cybersecurity, systems integration, and application modernization.
  • Demonstrated ability to define or guide large-scale integrated technology solutions.
  • Experience mentoring staff and developing high-performing teams.
