Summary
The Assistant Vice President("AVP")ofConstruction Contractsis a senior-level position with authority fordecision-making,staffing,andbudgeting for their functional area of responsibilitywithin clearly defined policies, principles, and specific objectives in consultation with departmentalmanagement.This positionalso has the latitude to develop plans,priorities,and processes to achievegoals. Thisposition creates and implements policy and procedural recommendations with final approval fromseniormanagement within the Contracts Department by executing core procurement tasks and activities for designated business units associated with various aspects of construction contracting, including contractdevelopment,awards,and change order processing.
Responsibilities
The AVPwillberesponsible forthetimely award of federally andlocally fundedcontracts for complex, high-dollar-value procurementsthrough the use ofcontracting methods such as A+B bidding, design-build, progressive-design build, public-private partnerships,call agreements,and other construction contracting methods to support the MTA's Capital Program, including its Small Business Development Program.The
The AVPwilldirectly handle complex individual projects or manage agroupresponsible for numerous construction contract actionsinvolvingcontract development, awards,or change order processing, including negotiations anddevelopingBoard briefing materials as necessary.
The AVP willensure compliance with all applicable laws, regulations,andprocurement policies&proceduresand develop strategiesconsidering the most effective contracting approach for specific projects, including providing recommendations to senior staff and guidance to subordinate staff.
As required, the AVP will develop presentations and reportstoprovide status updatesto MTA agency executives andseniorstaffon the relevant tasks and activitiesassociated withdelivering the MTA's Capital Program.
The AVP is responsible for training new staffand ensuring all personnel actions are associated with the management oftheir group.
Education and Experience
Bachelor's DegreeinBusiness Administration, Public Administration, Engineering, Finance, Law, Government Contracting,ora related field.
Master's or JD preferred.
Must have a minimum offourteen(14) yearsofrelated experience.
Musthave a minimum ofeight(8) yearsofexperience in a management or supervisory role.
Competencies
Substantial experience working in and with public sector procurement management principles, government project administration, and governmentprocurement processes.
Experience working on matters involving public works projects, construction projects,and/or real estate matters.
Knowledge of contract terminology, terms, and conditions, and construction management.
Provenleader as a change agent and creative/innovativethinker whocanalign business goals with solutions and drive process improvements.
Ability to multitask and work cooperatively and effectively withexecutivemanagement, board members,and otherstakeholdersin a fast-pacedenvironment toensure favorable results for the MTA.
Proven experience working in anorganization with multiple clients, major local,state, and federal stakeholders, andbusiness partners from various functional disciplines.
Excellent judgment and ability to work independently on matters of significant size and complexity.
Familiarity and experience with relevant local, state, and federal laws, including federal and state procurement laws, rules, and regulations.
Strong interpersonal, analytical, problem-solving, organizational, negotiation,and communication skills.
Ability to comprehend, analyze, and interpret complex business documents.
Proficient in Microsoft Office Suite and document management software.
