Requirements
  • Bachelor's degree with 5 years of pricing/estimating, finance, contracts, proposals and/or business-related experience, OR a Master's Degree with 3 years of pricing/estimating, finance, contracts, proposals and/or business-related experience
  • Must currently possess an Active DoD Secret Clearance prior to the commencement of employment.
  • Must have the ability to obtain and maintain the Special Access Program (SAP) clearance within 120 days of start date.
  • Proficiency with MS Office Suite, specifically Excel and Word
  • Bachelor's degree with 8 years of pricing/estimating, finance, contracts, proposals, and/or business-related experience, OR a Master's Degree with 6 years of pricing/estimating, finance, contracts, proposals, and/or business-related experience
  • Demonstrated advanced proficiency with MS Office Suite, specifically Excel and Word
Responsibilities
  • Comprehensive review of all elements of cost including direct labor, material, Other Direct Cost and indirect costs to ensure compliance with FAR, DFARS, and Northrop Grumman procedures
  • Demonstrating a broad skill set that is balanced across interpersonal, business, and proposal-based capabilities; a commitment to ethics and integrity; and the capability to innovate in a challenging and dynamic environment
  • Develops, plans and schedules proposals
  • Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
  • Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments
  • Researches and analyzes historical data, develops cost models to support proposal efforts
  • Coordinates activities and participates in fact-finding meetings
  • Participates in should-cost and pricing reviews with management and customer representatives
  • Participates as a member of the contract negotiating team
  • Understands Statement of Work (SOW) for both NG and Suppliers and prepare material estimates
  • Prices a consolidated bill of material (CBOM) provided from engineering/program utilizing supplier proposals/quotes, PO history, engineering estimates, etc. and providing compliant, quality basis of estimates and documentation to support
  • Evaluates supplier quotations/proposals, POs, and historical quotes/proposals to determine if any adjustments to the estimate are required (e.g., escalation, quantity, cost history/trends, statement of work changes, etc.)
  • Develop GSC direct labor cost estimate for the proposal with support from applicable GSC functions
  • Prepares and supports presentation and approval of material estimates and GSC labor estimates at the required approval value level
  • Prepares and tracks material variance allowance (MVA)
  • Performs price analysis and prepares documentation for all BOM items at or below the TCoPD threshold
  • Coordinates activities and participates in fact-finding meetings
  • Configures and maintains ProPricer rate tables and live cost models
