Requirements
  • A Bachelor's Degree in Communications, English, Business Administration, Public Policy, Public Administration, or a related field, or equivalent experience.
  • A minimum of eight years of related experience in communications, government, or government affairs.
  • Knowledge and a record of managing corporate communications or public affairs for large, complex organizations.
  • Excellent presentation, interpersonal, written, and verbal communication skills, including the ability to synthesize technical information into layperson's terms.
  • A high level of political acumen gained through experience working in public administration, transportation, communications, and government or public environments.
  • The ability to exercise judgment and discretion, course-correct, and manage shifting priorities, challenges, and deadlines.
  • The ability to work effectively in a high-profile, high-pressure environment.
  • The ability to interface and communicate with external agencies, including government offices, elected and other public officials, and federal and state authorities.
  • The ability to work and communicate with professionals at all organizational levels, including senior leadership, press, communications, agencies, and the MTA Board.
  • Strong managerial skills to effectively direct a staff of professionals in implementing short- and long-term goals and direction.
  • Detail-oriented organizational, analytical, problem-solving, and planning skills, together with the ability to identify needs, strategies, and resources.
  • Proficiency in Microsoft Office Suite or comparable applications, including Word, Excel, PowerPoint, and Outlook.
Responsibilities
  • Manage the public affairs portfolio of capital projects at C&D in collaboration with the Senior Director, the Office of the President, and MTA Government and Community Relations.
  • Work with project teams and executive leadership to develop messaging that informs the public, builds support, and mitigates challenges related to capital projects.
  • Maintain and manage relationships with elected agencies and external stakeholder partners across projects ranging from early proposals through design and construction.
  • Serve as a point of contact for elected officials and their staff, community boards, business leaders, advocates, and other community stakeholders.
  • Manage proactive outreach to stakeholders to cultivate support and understanding of MTA capital projects.
  • Oversee timely responses to inquiries from external stakeholders and the public.
  • Communicate with local stakeholders to gauge concerns, collect feedback, and share relevant information while balancing stakeholder priorities and needs.
  • Develop targeted briefing materials and outreach materials for members of the public and government partners.
  • Coordinate with contractors, project management teams, and other contracted parties to manage outreach and stakeholder engagement.
  • Represent the MTA at public meetings with elected officials, community stakeholders, and members of the public.
  • Devise strategies with project teams to address community concerns about capital projects, service changes, and transportation-related policies.
  • Collaborate with MTA communications teams and MTA Press to create events and media campaigns that build relationships with public stakeholders.
  • Ensure effective, high-quality content development for MTA capital projects.
  • Collaborate with the Executive Management Team to provide strategic communication, build brand visibility, and shape the communications strategy and digital platform for the capital program.
  • Work outside regular hours, including evenings and weekends, to attend community engagement events and community board meetings.
  • Travel to other MTA locations or external sites, including community events, site tours, and construction filming and photography.
Desired Qualifications
  • At least four years in a leadership and/or managerial role in a large, multifaceted, fast-paced organization or governmental body.
  • Knowledge of the MTA regional network and its operating context.
  • Understanding of local, state, and federal legislative and political processes.
  • Graphic design skills.
