Requirements

  • Experience or knowledge in word processing, spreadsheets, databases, and integrated business software packages, with advanced knowledge of Microsoft Office, especially Word, Excel, and PowerPoint.

Responsibilities
  • Review and process purchase requisitions submitted by County departments; analyze budget availability and expenditures, object codes, spend categories, and source selection methods.
  • Develop or review specifications for equipment, supplies, and services for County departments.
  • Establish qualified product lists and standardization programs; conduct materials and market research and cost and value analyses.
  • Consult catalogs or contracts; interview qualified vendors to obtain product price quotes; review quotations for compliance with specifications; and analyze quotes to determine the best value.
  • Conduct pre-solicitation conferences and formal bid openings.
  • Develop, process, tabulate, evaluate, and make recommendations for formal and informal solicitations; develop, process, and approve amendments as necessary.
  • Issue purchase orders and monitor them through completion of the transaction.
  • Communicate with vendors to expedite deliveries and resolve shipping, invoicing, and product-quality discrepancies and problems.
  • Review Freedom of Information Act requests; estimate search and review time and pages; research and release documents; and provide documents when the requestor agrees to payment.
  • Research procurement and accounting problems; prepare and maintain related journal reports, records, and ledgers.
  • Maintain and update vendor and purchasing records, including contact information, certificates of insurance, and bonds.
  • Evaluate surplus and obsolete inventory and determine whether to transfer it within the County, sell it to the public, or dispose of it properly.
  • Serve as the County account manager for online ordering portals; enter employees and purchase order numbers into the systems; and assist employees with orders, discrepancies, and delays.
  • Serve as the documentation specialist for records retention by maintaining, cataloging, storing, retrieving, and returning documents and entering documentation information into a records system.
  • May serve as assistant administrator for the Procurement Card Program by coordinating and distributing procurement cards, designating default account codes, submitting applications and change requests, and resolving vendor and cardholder disputes.
  • Monitor cardholder transactions; follow up on split transactions; notify supervisors about unauthorized charges, suspicious activity, or possible misuse; audit monthly statements; and send emails concerning questionable purchases, audits, and violations.
  • Prepare required records, reports, and correspondence and respond to inquiries, concerns, complaints, and assistance requests within the areas of responsibility.
  • Adhere to federal, state, and local procurement regulations; provide County staff with procurement policy and procedure information and assistance; and guide vendors through becoming qualified County vendors.
  • May oversee Procurement email by receiving, responding to, or forwarding questions, concerns, complaints, and assistance requests.
  • Perform clerical work including typing reports and correspondence, copying and filing documents, entering and retrieving computer data, sending and receiving faxes, and answering the telephone.
  • Attend staff and County meetings as required.
  • Keep current with product development in the assigned commodity area and federal, state, and local procurement regulations; attend required training, meetings, seminars, and workshops.
  • Perform other duties as assigned.
Desired Qualifications
  • Certified Professional Public Buyer (CPPB), Certified Procurement Professional (NIGP-CPP), Certified Purchasing Professional (CPP), or equivalent certification.
