Requirements
  • A bachelor's degree in public administration, business, accounting, or a related field; or an associate degree in a related field and two years of experience in an office setting requiring forward-facing customer service duties; or an equivalent combination of education and experience.
  • Ability to detect inaccuracies in various legal instruments submitted for processing.
  • Ability to work under pressure with frequent interruptions.
  • Ability to understand and follow moderately complex oral and written instructions.
  • Ability to deal tactfully and courteously with the public.
  • Knowledge of modern office practices, computer skills, equipment, and standard clerical techniques.
  • Knowledge of the functions and procedures of the Register of Deeds Office.
  • Knowledge of the laws relating to matters under the jurisdiction of the Register of Deeds.
  • Knowledge of the nature and content of a variety of documents processed in the Register of Deeds Office.
  • Ability to exercise sound judgment and deal tactfully with a wide range of the public while enforcing North Carolina laws and regulations.
  • Ability to type accurately at an average rate of speed.
  • Must reside or relocate within a two-hour drive of 200 College Street, Asheville, North Carolina, within six months of hire.
Responsibilities
  • Receive deeds, deeds of trust, powers of attorney, assumed business name certificates, plats, and other papers; collect recording fees and issue receipts.
  • Index real estate documents, including deeds, deeds of trust, powers of attorney, assumed business name certificates, plats, plans, and other papers.
  • Receive, scan, file, locate, copy, and certify birth, death, and marriage records, and submit amendments to these records to the Bureau of Vital Statistics.
  • Scan, file, locate, copy, and issue certified copies of real estate documents recorded with the office.
  • Issue birth and death certificates and accept applications for delayed birth certificates.
  • Issue marriage licenses.
  • Administer oaths of Notaries Public upon receipt of appointment, when required, and maintain records as needed.
  • Collect proper fees for documents processed.
  • Maintain the integrity of historical public records as mandated by North Carolina General Statutes.
  • Perform a wide range of clerical duties.
  • Perform other related duties as assigned.
