Requirements
  • An equivalent combination of education and experience may be considered.
  • A bachelor's degree in Business, Transportation, Public Policy, or a related field, or an equivalent combination of education and experience in lieu of a degree.
  • At least 5 years of related experience in financial analysis and/or budget development.
  • At least 3 years of experience managing professional staff and/or processes.
  • Demonstrated supervisory and/or leadership abilities.
  • Professional, related, recent experience in budget, accounting, or cost-control positions.
  • Knowledge of general accounting and financial reporting.
  • Knowledge of PeopleSoft and/or Hyperion Financial Management System.
  • Effective business writing and verbal communication skills, including the ability to interface with all levels of management.
  • Ability to identify critical operational and functional issues and prioritize analysis accordingly.
  • Ability to seek out, sort, and compile data into useful information formats.
  • Strong interpersonal skills and the ability to influence other departments to provide timely and accurate data and updates.
  • Strong managerial skills to direct professional and technical employees in implementing short- and long-term goals and direction.
  • Demonstrated ability to complete short- and long-term projects effectively and efficiently.
  • Demonstrated analytical capabilities and quantitative skills.
  • Proficiency in Microsoft Office Suite or comparable applications, including Word, Excel, PowerPoint, and Outlook.
  • Ability to work with all internal organizational levels and communicate effectively with key internal and external stakeholders.
  • Ability to work effectively in a high-profile, high-pressure environment.
Responsibilities
  • Assist in developing the financial plan for various agency departments by reviewing new-need requests and aligning resources with operational needs.
  • Prepare monthly variance expense analyses for each department and provide summary-level explanations to senior management for the MTA Board Committee Book.
  • Prepare agency reports concerning headcount, material and inventory usage, overtime, and employee availability.
  • Provide variance analysis to support future financial decisions concerning the reallocation of funds among operating priorities.
  • Perform other duties as assigned.
Desired Qualifications
  • A master's degree in a related field.
  • At least 3 years in a managerial and/or leadership role.
  • Prior experience working in a large, multifaceted, fast-paced organization or governmental body.
  • Familiarity with MTA policies and procedures.
  • Familiarity with MTA collective bargaining procedures.
