Requirements
  • Graduation from an accredited college or university with a Bachelor's Degree in Human Resources or a closely related field and three years of experience in Human Resources, or a graduate degree.
  • Must have a Human Resources certification in SHRM, SPHR, PHR, IPMA-HR, or CEBS, or successfully complete certification credentials within six months of hire.
  • Proven foundation and knowledge of human resources principles and practices, including talent acquisition, employment law, and compliance requirements.
  • Strong technological intuitiveness, leadership, and interpersonal skills.
  • Excellent interpersonal skills and effective verbal and written communication skills.
  • Proven ability to advise employees and management effectively through complex and difficult issues.
  • Ability to thrive in an ambiguous and rapidly changing environment.
  • Ability to organize, multitask, and prioritize tasks.
  • Proven proficiency in office applications, internet, and database systems.
  • Must have a valid Texas driver's license or a self-reliant source of transportation to conduct business daily.
  • Must secure and maintain a favorable background investigation and clearance.
  • Must clear a pre-employment physical and pre-employment drug screen test.
  • Must be able to work a non-traditional schedule, including late evening hours and weekend work.
Responsibilities
  • Drive and implement change by influencing leaders toward required outcomes through best-practice principles in employment law, compliance, workforce planning, succession, engagement, total rewards, and compensation.
  • Align County mission, vision, values, and goals with office and department strategies to drive overall objectives.
  • Provide guidance on talent management, workforce strategies, organizational design, and rewards.
  • Recommend and advise on business-practice and work-process improvements to identify opportunities for leveraging human capital and ensure County initiatives provide return on investment and organizational value.
  • Conduct external market studies and internal analyses to ensure countywide consistency and equity, including desk audits of positions to enhance job analysis.
  • Assist in administering compensation and classification, revising and maintaining job descriptions for County positions, and performing other human resources functions.
  • Communicate with and advise supervisors and managers on related services, resources, and organizational policies.
  • Support annual deliverables, including budgetary cycles, performance management, rewards, benefits enrollment, and learning and training.
  • Maintain County-issued equipment, software, data, and supplies.
  • Perform other related duties as assigned.
Desired Qualifications
  • A graduate degree in business, human resources, or a related field.
  • At least six months of public-sector experience.
