Requirements
  • Must hold a Bachelor's degree in electronics or telecommunications-related fields, emergency management, Homeland Security, Public Administration, or a related field, or have four years of verifiable experience.
  • Demonstrate prior completion of Incident Command System training, including FEMA independent study courses IS-100.c Incident Command System, IS-200.b ICS for Single Resources, IS-700.b National Incident Management System, and IS-800.c National Response Framework.
  • Provide proof of completion for each required FEMA course.
  • Possess an Auxiliary Communication endorsement with a completed Position Task Book and a valid Federal Communications Commission Amateur Radio License at the Technician level or higher; General class is preferred.
  • Have a minimum of four years of experience working in Auxiliary Communications for a government agency in a first responder capacity, such as Fire, Rescue, Emergency Medical Services, Law Enforcement, Public Health, or Emergency Management.
  • Maintain deployable status and the physical and mental readiness to work in emergency environments on short notice.
  • Adhere to professional integrity standards and comply with applicable federal, state, and local laws and workplace expectations.
  • Provide proof of a valid driver's license and a driving record in good standing without restrictions, subject to annual review.
  • Successfully pass a background check and drug screening, either pre-deployment or random.
  • Work collaboratively across disciplines and communicate effectively verbally and in writing.
  • Respond sensitively to diverse cultural, socioeconomic, and community needs.
  • Navigate high-stress environments with sound judgment and composure.
  • Operate independently or as part of a multidisciplinary team with limited supervision.
  • Use Microsoft Office and communication tools, including radio, satellite phone, and mobile applications.
  • Maintain professional skills, including strong interpersonal and non-verbal communication.
  • Perform physical activity such as extensive walking, stretching, bending, and occasionally lifting or exceeding 50 pounds.
  • Maintain physical endurance and focus during extended operations, including 12-hour shifts, nights, weekends, and holidays.
  • Be available for on-call duty and flexible hours, including nights, weekends, and holidays, to support emergency response and deployment operations.
  • Be authorized to work for any employer in the United States.
Responsibilities
  • Deploy and operate emergency communications systems, including very-high-frequency, ultra-high-frequency, and high-frequency voice and digital modes, in support of incident operations.
  • Maintain readiness of personal and assigned communications equipment, including go-kits.
  • Support the development and execution of incident communications plans using ICS-205.
  • Ensure communications activities comply with Federal Communications Commission regulations, Auxiliary Communications standards, and interoperability best practices.
  • Participate in training, drills, and exercises to sustain operational readiness.
  • Coordinate and communicate with Incident Command, Emergency Operations Centers, and partner agencies.
  • Maintain current Auxiliary Communications qualification status and remain in good standing with Auxiliary Communications USA.
  • Assist in testing and maintaining National EMR's Auxiliary Communications, SAROS, and AUCOMM capabilities.
  • Provide field-expedient communications solutions in austere or degraded environments.
  • Understand and adhere to the National EMR Policies and Procedures Manual, Uniform Handbook, and Operations Manual.
  • Maintain personal readiness to deploy within 6–12 hours of activation, including updated availability in National EMR's mobile application.
  • Complete agency-directed training through the learning management system, including Just-In-Time training and mission-specific modules.
  • Identify hazards, report safety concerns immediately, and follow established safety protocols.
  • Foster a culture that encourages team members to work safely, identify potential hazards, and report safety concerns immediately to their direct chain of command.
  • Maintain active status within agency platforms, including learning management systems, to complete directed training.
  • Participate in, assist, or supervise a workforce conducting disaster preparedness, response, and recovery initiatives as needed.
  • Serve in any position when responding to critical circumstances and overcome operational obstacles and challenges.
  • Solve day-to-day operational issues and reach short-term performance goals.
  • Support survivors and communities during disasters by remaining available to assist at a moment's notice.
  • Perform other duties as assigned.
Desired Qualifications
  • Affiliation with the Military Auxiliary Radio System and experience with Winlink, high-frequency operations, and digital messaging systems are preferred.
