Requirements
  • Bachelor’s degree and 10 years of experience managing programs.
  • Successfully fostering collaborative multi-stakeholder environments while effectively and transparently managing IT projects’ risks, issues, project resources, scope, schedule, change management and cost.
  • Proven ability to meet cost, schedule, and performance requirements for complex IT projects, or organizational transformation initiatives.
  • Demonstrated experience with the management, manpower utilization, and supervision of employees (including subcontractors) of various labor categories and skills in projects similar in size and scope complex IT projects, or organizational transformation initiatives.
  • Demonstrated experience in a quality assurance environment that includes knowledge of customer satisfaction tracking, user complaint and monitoring programs, and quality control programs.
  • Excellent written and verbal communication skills, with proven results in coordinating and managing at the executive level.
  • Ability to travel within the National Capital Region, Baltimore MD and Atlanta GA.
  • Ability to obtain a Public Trust clearance.
Responsibilities
  • Manage one or more projects or programs, supervise professional and technical personnel performing in their customary disciplines.
  • Maintain aggressive efforts to achieve objectives.
  • Act as a technical liaison with the client, vendors and subcontractors.
  • Train and supervises personnel.
  • Responsible for all phases of the program budget.
  • Performs analysis for contract reviews with various software.
  • Develop Quality Assurance Programs for all products and services.
  • Support Health and Human Services, Staff Divisions and Operational Divisions in the revitalization or redesign of Enterprise Performance Life Cycle (EPLC) framework and processes.
  • Conducting research and analysis on governance approach and processes for identified methodologies and/or technologies.
  • Develop Office of the Secretary policies and procedures follow enterprise guidelines.
  • Advising on governance practices and supporting governance activities.
  • Prepare Staffing Plans, including skill and labor mix, to support contract operations.
  • Assign staff and provide technical direction as necessary to complete task. Monitor contract, subcontract, and funding; prepare forecasts of program financial performance.
  • Develop and deliver required contract, departmental, project and/or financial reports.
  • May be responsible for recruiting, interviewing, and hiring staff.
Desired Qualifications
  • Master’s degree.
  • Prior experience directly supporting HHS.
