Requirements
  • 2–5 years of experience in federal business development, capture, or proposal support
  • Strong communication skills—written, verbal, and presentation
  • Familiarity with federal procurement tools (e.g., SAM.gov, GovWin, FPDS)
  • Experience supporting or leading capture efforts for contracts valued at $5M+
  • Bachelor’s degree in Business, Political Science, Engineering, or related field
Responsibilities
  • Lead Capture Efforts: Take ownership of assigned pursuits, developing and executing capture strategies that position DSA to win.
  • Strategic Planning: Collaborate with business development leads to transition qualified opportunities into actionable capture plans.
  • Team Leadership: Assemble and guide cross-functional capture teams, including technical SMEs, proposal staff, and external partners.
  • Client & Partner Engagement: Build and maintain relationships with government clients, teaming partners, and internal stakeholders.
  • Solution Development: Work with technical teams to shape solutions that meet customer needs and align with DSA’s capabilities.
  • Proposal Support: Oversee proposal development activities, including win themes, pricing strategies, and compliance reviews.
  • Market Intelligence: Conduct competitive analysis and customer research to inform capture strategies and improve win probability.
  • Continuous Improvement: Participate in after-action reviews and contribute to refining DSA’s capture processes and best practices.
Desired Qualifications
  • Experience in DHS or other Federal Government markets
  • Exposure to teaming strategies, pricing development, and proposal coordination
  • Ability to operate independently while collaborating across teams
  • Strategic mindset with strong analytical and problem-solving skills
  • Interest in growing into a senior capture or business development leadership role
  • Active or eligible for a Secret clearance
