Requirements
  • A bachelor's degree in a relevant field is required.
  • At least 10 years of experience in federal land management, environmental analysis, policy, and National Environmental Policy Act-related work is required.
  • Specialized experience with land management planning on National Forest System lands is required.
  • Experience advising or participating on interdisciplinary teams conducting land management planning and environmental analysis is required.
  • Experience supporting large-scale regional or national land management projects is required.
  • Strong proficiency with Microsoft Office, SharePoint, ArcGIS, and Adobe/PDF editing tools is required.
  • Solid knowledge of the National Environmental Policy Act and experience writing and editing National Environmental Policy Act documents are required.
  • Expertise in Forest Service land management planning policy and in writing and editing land management plans is required.
  • Experience applying the Forest Service land management planning process, including the 36 CFR 219 planning rule, is required.
  • Professional proficiency in English is required.
  • U.S. citizenship is required for the government contract.
  • Experience preparing public-facing National Environmental Policy Act and planning materials, including public notices and responses to public comments, is required.
Responsibilities
  • Lead the preparation, coordination, and revision of National Forest System land management plans and National Environmental Policy Act documents, ensuring compliance with the Northwest Forest Plan and Forest Service policies.
  • Provide expert policy analysis and guidance on federal land management planning, National Environmental Policy Act scoping, alternatives development, and impact analysis to support interdisciplinary planning teams.
  • Conduct environmental analyses and policy reviews for large-scale regional or national land management projects, including writing, editing, and integrating findings into planning documents and decision packets.
  • Serve as a subject-matter advisor to higher management and project teams on policy interpretation, Forest Service planning requirements, and National Environmental Policy Act documentation.
  • Facilitate cross-agency and stakeholder coordination.
  • Prepare briefings, public notices, responses to comments, and documentation supporting transparent decision-making and regulatory compliance.
Desired Qualifications
  • A master's degree in a policy-related field is preferred.
  • Knowledge of the Northwest Forest Plan and/or experience working in the Northwest Forest Plan area is preferred.
