Requirements
  • A bachelor's degree in Information Systems, Business, Economics, Accounting, Finance, or a related field is required.
  • At least 15 years of specialized experience as a Program Manager in cost, schedule, performance, and risk management is required.
  • A Project Management Professional certification, DAWIA Level III certification in Program Management, or equivalent specialized experience with project management tools and techniques is required.
  • An active TS/SCI clearance and the ability to obtain and maintain a polygraph are required.
Responsibilities
  • Provide acquisition strategy program management services to senior management.
  • Work across NGA directorates to help the Government coordinate development of new or modified capabilities for operational use.
  • Provide technical expertise and assistance to the Government on programmatic matters related to lifecycle engineering.
  • Provide program management expertise in service frameworks and models, agile engineering processes, and industry best practices to achieve the customer's GEOINT mission.
  • Provide technical, financial, schedule, and risk management expertise and assistance to the project, program, or Program Management Office.
  • Support drafting interagency agreements and other documents required for execution of AF9s and MIPRs.
  • Provide business executive support linking Program Objective Memorandum and budget planning with budget execution and control.
  • Provide programmatic risk assessments, mitigation strategies, and risk burn-down plans to achieve desired program results.
  • Support coordination of cost estimates and technical work scope with the Program Management Office and appropriate project or program teams.
  • Interface with customer organizational areas, end users, and customers, including foreign and domestic agencies, to identify and mitigate risks, develop and manage budgets, and create and maintain schedules that ensure technical results and program performance.
  • Provide program management support to NGA Management in strategic business planning, business development activities, product concept development, and information technology engineering.
  • Ensure programmatic alignment with and adherence to the NGA Vision, Planning and Programs, CIOT Priorities, and TA Priorities.
  • Support development, coordination, and governance management of Request for Change and Engineering Change Proposal requirements documents.
  • Monitor technical maintenance and configuration management of program and project plans, Concept of Operations documents, architecture diagrams, and other key program documents.
  • Provide decision-support analysis using techniques, tools, and models to influence definition and delivery of GEOINT Services priorities and objectives.
  • Support preparation of briefing packages for the Acquisition Governance Process and related governance boards.
  • Support coordination of program management between Engineering Divisions, CIO-T Offices, the Planning and Programs Office, customer Directorates, and Associate Directorates.
  • Support Intelligence Community Steering Groups, Advisory Groups, and Governance Boards.
  • Support Enterprise Release Planning.
  • Support Analyses of Alternatives and assessments.
  • Support cross-functional and cross-geographical team meetings.
  • Maintain Program Management Office artifacts using customer-approved software, tools, and processes.
  • Provide acquisition program management expertise in Lean Six Sigma strategies and execution, Agile methods and practices, or Scaled Agile Framework methods and applications.
  • Monitor validation and verification of engineering results and deliverables to ensure quality and traceability to requirements.
Desired Qualifications
  • Demonstrated specialized experience in cost/price analysis, cost estimating, or financial management.
  • Demonstrated specialized experience in Department of Defense or National Geospatial-Intelligence Agency acquisition processes.
  • Demonstrated specialized experience developing or reviewing cost estimates and associated technical work scope needed to achieve stated objectives.
  • Demonstrated knowledge of the geospatial intelligence mission and its contributions to the Intelligence Community.
  • Demonstrated specialized experience managing Cost Plus Fixed Fee, Cost Plus Incentive Fee, Cost Plus Award Fee, Firm Fixed Price, Time and Materials, or Indefinite Delivery/Indefinite Quantity contracts.
  • Demonstrated specialized experience in Lean Six Sigma, Agile, or Scaled Agile Framework methods with demonstrated results.
  • Demonstrated specialized experience tailoring and using Agile and Waterfall development methodologies to support acquisition planning, execution, integration, and transition to operations.
  • Demonstrated specialized experience identifying technical issues and proactively communicating possible impacts.
  • Demonstrated specialized experience performing validation and verification of engineering results and deliverables to ensure high-quality results against customer requirements.
  • Demonstrated knowledge of Department of Defense and/or Intelligence Community configuration management processes.
  • Demonstrated specialized experience developing and validating system roadmaps, project plans, and mission capabilities.
