Requirements
  • A Bachelor’s Degree and five years of experience in human resource management, or an equivalent combination of education, training, and experience.
  • Working knowledge of Massachusetts and federal employment laws and City ordinances related to human resources management.

Responsibilities
  • Oversee the City’s core human resources operational functions, including benefits administration, human resources systems and reporting, employee lifecycle administration, compliance, and human resources administrative services.
  • Supervise HR administrative staff and part-time assistants, ensuring consistent, accurate, and high-quality service delivery.
  • Oversee cross-training within the HR team and across divisions to maintain operational continuity and customer service.
  • Manage full employee lifecycle administration, including pre-employment processing, training coordination, personnel file management, data reporting, and offboarding.
  • Oversee employee and retiree benefits programs, including health, dental, vision, life insurance, disability, workers’ compensation, FMLA, and deferred compensation plans.
  • Ensure benefits programs are cost-effective, compliant, and responsive to organizational and employee needs.
  • Serve as the primary HR liaison with benefits-related third-party administrators.
  • Coordinate with payroll, finance, auditors, the Retirement Board, and School administrators on benefits-related matters.
  • Oversee reconciliation of benefits deductions, insurance billing, payroll systems, and General Ledger accounts across multiple funding sources.
  • Conduct data collection, analysis, auditing, reconciliation, and reporting of HR and benefits information.
  • Manage compliance reporting, including Affordable Care Act, Health Insurance Responsibility Disclosure, and other required state and federal filings.
  • Assist with GASB 45 and other actuarial or financial reporting requirements related to employee benefits.
  • Conduct analytical work on benefit plan performance, claims trends, cost forecasting, and collective bargaining impact analysis.
  • Oversee open enrollment processes, vendor procurement, and benefits-related projects and initiatives.
  • Oversee HR office operations, including payroll processing support, procurement, accounts payable, requisitions, contracts, purchase orders, and invoice approvals.
  • Support employee orientation and retirement seminars, ensuring consistent and accurate delivery of information.
  • Recommend and support HR technology enhancements and system upgrades to improve efficiency and data integrity.
  • Identify and implement process improvements to streamline HR operations and service delivery.
  • Conduct regular audits of employee records and benefits data to ensure accuracy and compliance.
  • Respond to ad hoc reporting and data requests from leadership and external stakeholders.
  • Assist in developing, implementing, and maintaining HR policies and procedures.
  • Ensure compliance with applicable legal, regulatory, security, and privacy requirements governing HR and benefits administration.
  • Maintain current knowledge of HR best practices, industry trends, and applicable legislation.
  • Coordinate meetings with City, School, and retiree stakeholders to address issues, resolve concerns, and ensure effective service delivery.
Desired Qualifications
  • Professional HR certifications such as SHRM or PHR are preferred.
  • Experience with Munis, ClearGov, and other municipal software programs is advantageous.

Somerville cuts jobs to close defict. City says it still plans to hire a new arts czar, although that job isn't listed on its jobs portal. Citing a $5.4 million projected budget shortfall for the next fiscal year, the City of Somerville announced on Friday it has cut 29 positions, comprising 13 existing staffers and 16 vacant openings. Laid-off employees will be placed on administrative leave through the end of June, according to the statement. City spokesperson Grace Munns confirmed that two of the 13 layoffs affected union employees. She would not specify which departments lost positions but said the new cabinet-level arts council leadership position promised by Mayor Jake Wilson in February would not be affected. There are, however, no open arts council positions listed on the City's jobs portal as of this writing. More details about staff changes, transfers and layoffs will be shared when the City submits its FY27 budget book, Munns said, which is expected on June 4. The Wilson administration had noted the looming budget deficit in an April meeting, saying it would cause "limited disruption," according to the Somerville Times. On Friday, the statement said the city first attempted to fix the budget shortfall by increasing revenues and lowering non-personnel expenses, but that they "were still left with needing to further reduce spending." Somerville's budget deficit isn't unique. Across the state, other municipalities are facing similar shortfalls as rising costs outpace revenue. Some are focused on increasing revenue through property tax hikes, including Arlington, which approved a $14.8 million budget override in April. The layoffs come at a time when the Somerville Workers United (SWU) wants the city to recognize its efforts to unionize approximately 220 positions with American Federation of State, County and Municipal Employees (AFSCME) 93, as reported by Working Mass. The SWU first attempted to organize with the existing Somerville Municipal Employees Union (SMEU), but Working Mass said those efforts stalled. SWU members were not immediately able to respond to requests for comment, but did release a GoFundMe page to support laid-off staffers. The description for the GoFundMe shares that laid off staff "include people working to advance racial justice, support Somerville youth, and finance professionals who ensure we spend taxpayer dollars responsibly."
