Requirements
  • Active Top Secret-Sensitive Compartmented Information clearance is required.
  • At least 8 years of experience conducting analysis relevant to the specific labor category, including some experience within the last 2 years.
  • A bachelor's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.
  • At least 8 years of experience in risk treatment or risk management involving law, finance, business, operations, insurance, security, manufacturing, audits, or compliance, or education in risk management systems or guidelines such as International Organization for Standardization 31000, Committee of Sponsoring Organizations, or other Enterprise Risk Management models.
  • Experience applying data analysis, trend analysis, and problem-solving techniques.
  • Knowledge of data manipulation within databases and Microsoft software packages.
  • Ability to identify trends, patterns, and anomalies and recommend solutions.
  • Experience conducting strategic communications with key stakeholders, including preparing written reports, leading conferences, and giving briefings.

  • Superior oral and written communication skills and a good command of the English language.

Responsibilities
  • Prepare, implement, and oversee routine to moderately complex Risk Management Strategies addressing risk indicators.
  • Ensure Risk Management Strategies meet prescribed quality standards, contain appropriate focus, depth, and breadth, clearly convey selected treatments and rationales, and identify residual risk requiring action by an outside party.
  • Ensure Risk Management Strategies adhere to applicable internal style guides before internal and external dissemination.
  • Actively manage and oversee a portfolio of companies operating under mitigation.
  • Provide technical direction and feedback to government and contractor staff, internal parties, and external parties regarding business and security risks, available mitigation measures, unmitigated residual risks, and related processes and procedures.
  • Provide coaching, training, and mentoring to less experienced Risk Management Officers.
  • Conduct peer reviews of Risk Management Strategies drafted by less experienced Risk Management Officers.
  • Identify improvement areas, determine appropriate courses of action for leadership consideration, and implement solutions involving workflow enhancements, product format revisions, additional training, and updates to internal guidance.
  • Manage workloads by assigning suspense dates based on documented case prioritization, monitoring completion status, ensuring deadlines are met, and realigning work as needed.
  • Manage competing priorities when current staff is unavailable to meet customer requirements.
  • Monitor individual metrics against established key performance indicators and disseminate individual and team performance metrics to supervisors as requested.
  • Respond to information requests from internal and external government customers.
  • Participate in and brief at conferences and meetings with internal and external customers on risk management matters.
  • Review and process National Industrial Security Program, Defense Enhanced Security Program, or Section 847 risk management actions in accordance with established Department of Defense instructions and Defense Counterintelligence and Security Agency guidance.
  • Conduct activities supporting analysis actions under government oversight.
  • Produce written products within mission-specific time intervals.
  • Maintain existing implemented strategies, including supplements and Outside Directors or Proxy Holders.
  • Complete risk management actions with industry and government stakeholders.
  • Review Defense Counterintelligence and Security Agency all-source products, open-source research, company-submitted materials, and government databases concerning U.S. and foreign companies and affiliated parties while producing Risk Management Strategies and Source Packages.
  • Travel locally within the United States when required.
