Requirements
  • Strong knowledge of federal grants management, Notices of Funding Opportunity development, program monitoring, performance measurement, compliance oversight, and evaluation methodologies.
  • Advanced analytical skills with experience in data management, data validation, statistical analysis, risk assessment, performance reporting, and data visualization.
  • Experience developing dashboards, reporting tools, performance metrics, and business intelligence products that support data-driven decision-making.
  • Ability to interpret complex programmatic and performance data and translate findings into actionable recommendations, reports, and presentations.
  • Experience providing technical assistance, training, and stakeholder support related to federal reporting systems, grant administration processes, and compliance requirements.
  • Exceptional written and verbal communication skills, including experience drafting reports, funding announcements, policy documents, briefing materials, training content, and executive-level communications.
  • Knowledge of program evaluation practices, Paperwork Reduction Act requirements, Office of Management and Budget clearance processes, and federal reporting standards.
  • Strong project management, organizational, and stakeholder engagement skills with the ability to manage multiple priorities, deadlines, and cross-functional initiatives.
  • Ability to develop outreach strategies, facilitate webinars and trainings, and engage diverse communities to increase awareness and access to funding opportunities.
  • Demonstrated attention to detail, critical thinking, problem-solving abilities, and commitment to quality, compliance, and continuous improvement.
  • A bachelor's degree in Public Administration, Public Policy, Data Analytics, Statistics, Business Administration, Economics, Program Evaluation, Information Systems, or a related field is required.
  • Seven or more years of experience in grants management, program evaluation, data analysis, program monitoring, compliance oversight, or federal program administration.
Responsibilities
  • Lead and support monitoring, evaluation, and data analytics activities to assess program performance, strengthen compliance oversight, and drive continuous improvement across DCDDP grant programs.
  • Develop and maintain dashboards, monitoring tools, risk assessment frameworks, and reporting processes to support grant portfolio management and performance tracking.
  • Analyze, validate, clean, and synthesize programmatic, financial, and compliance data to identify trends, risks, opportunities, and areas requiring corrective action.
  • Prepare performance reports, data visualizations, briefing materials, congressional reporting content, annual reports, and strategic recommendations for leadership and stakeholders.
  • Provide technical assistance and training to grant recipients on reporting requirements, data collection processes, and systems such as PPR, OLDC, GrantSolutions, and other approved reporting platforms.
  • Support data collection and program evaluation initiatives, including the development of questionnaires, surveys, data collection instruments, and documentation required for Paperwork Reduction Act and Office of Management and Budget approval processes.
  • Support the development, revision, launch, administration, and closeout of Notices of Funding Opportunity, including drafting funding announcements, forecasts, synopses, briefing materials, and related grants management documentation.
  • Develop outreach materials, educational webinars, applicant resources, and communication strategies that increase awareness of funding opportunities and expand participation among underserved communities.
  • Coordinate and support grant competition activities, including reviewer recruitment, reviewer training, panel management, applicant eligibility reviews, technical reviews, risk assessments, and funding recommendation development.
  • Serve as a liaison among program staff, grant recipients, reviewers, and stakeholders to support effective program implementation, compliance, reporting, and grant administration processes.
