Requirements
  • At least 5 years of experience in contracts administration.
  • At least 0–1 year of leadership or supervisory experience.
  • At least 2 years of experience with a mix of state and local and/or commercial contract arrangements.
  • Ability to independently handle multiple priorities effectively.
  • Strong negotiation skills and extensive experience independently leading the development of business and price proposals.
  • Ability to manage junior contracts personnel.
  • Excellent oral and written communication skills.
  • Strong attention to detail and ability to multitask in a dynamic environment.
  • Extensive experience with computer programs such as Word, Excel, and PowerPoint.
  • Ability to build solid business relationships with internal and external customers.
  • Proactive ability to provide guidance and advice to project teams and the contracts team.
  • Strong analytical and problem-solving skills.
Responsibilities
  • Independently handle multiple proposal negotiations, contract awards, and administration of the resulting contracts.
  • Negotiate MSAs, NDAs, teaming agreements, scopes of work, and other contractual documents.
  • Establish effective working relationships with business partners and contract team members, and translate strategic and operational goals into effective contracting practices.
  • Independently develop business and price volumes to address requirements and mitigate risk consistent with sound business practices, company policies, and government regulations.
  • Proactively assess critical contract obligations and provisions, including gaps and risks.
  • Advise on contract revisions and conduct negotiations to better meet client and ICF needs.
  • Notify management and appropriate program management of potential noncompliance and other problems that could adversely impact the company, including advising on contractual rights and obligations and interpreting terms, conditions, and government regulations.
  • Coordinate agreements and other contract and legal documents with corporate functions such as accounting, legal, and tax.
  • Manage and review work products while supporting activities in diverse markets.
  • Maintain a portfolio of active projects.
  • Delegate workload among assigned team members to support proposal and program teams effectively and efficiently.
  • Lead business-volume reviews to ensure team compliance with solicitation requirements and corporate policies.
  • Provide leadership and oversight to assigned team members, developing their negotiation, cost and price proposal, and contract administration skills and supporting each individual’s growth.
  • Ensure proactive maintenance of contract documentation consistent with established ICF practices.
Desired Qualifications
  • A Bachelor’s Degree.
  • Experience working with a wide range of clients, including state and local, commercial, and U.S. government clients.
  • Certified Federal Contracts Manager (CFCM) and/or Certified Professional Contracts Manager (CPCM) certification.
  • At least 1 year of experience leading and writing business and price-volume proposals.
