Assistant Chief Security Program Management and Technology

• Oversee scope analysis, design reviews, project certifications, etc. for security projects, and other projects with security elements.
• Perform project-specific analyses and project justifications, including high-level risk assessments.
• Reviews contractor submittals and work plans to ensure compliance with LIRR security system guidelines, and LIRR safety and security project and contractor requirements.
• Develop Security System Testing Plans and monitor and certify testing activities.
• Develop, direct, and implement the Office of Security’s capital program. *
• Determine the program’s focus, projects, budget, and schedule and coordinate funding allotments with MTA SI and 0MB.
• Plan and manage project initiatives and develop the Twenty-Year Needs Assessment and Five-Year Capital Plans.
• Coordinate all project work activities and scheduling with LIRR project management and construction departments.
• Determine primary and secondary focus of the department’s capital program to support agency operational and security requirements.
• Develop all project and contract required documentation, including technical statements of work, budgetary estimates, and contract bid support documents (e.g., RFP’s, RFEI’s, IFB’s, etc.).
• Work with the LIRR operating departments, perform short- and long-range planning and analysis for all security and operational technology needs.
• Coordinate all technology activities and system implementations with MTA- HQ to ensure that all systems are interoperable with agency networks and security applications.
• Develop technology and project grant opportunities in conjunction with MTA-HQ.

• Coordination of security elements of capital construction projects ensuring security efforts are aligned with MTA security strategies
• Oversee the technology initiatives of the department, ensuring that projects are implemented according to plan and that the quality of the final product is high.
• Ensure LIRR security systems and infrastructures are properly supported, maintained, and documented; ensure that downtime is minimized, and network security is maximized.
• Preparation of “shovel ready” project proposals for grant opportunities as identified via TVRA assessments.
• Oversight of all electronic security systems (video management, access control, etc.), system integration and configuration.
• Ensure all security applications, devices, and systems, i.e. Video and Audio, Access Control, Hardware, and Software, etc. remain in a good state of repair for both security and operational needs.
• Represent LIRR at both technical and policy-level meetings with internal departments, MTA and other agencies, law enforcement agencies, contractors and other outside groups, including standards development bodies and represent LIRR on agency-wide security project work groups and committees (i.e. Security Systems Committee, Security Maintenance and Governance Committee).
• Oversee the research and piloting of new and emerging technologies for use in LIRR security environment.
• Evaluate alternative solutions, system upgrades and revisions from the efficiency, technical and economic perspective and propose solutions that are efficient and meet the mission parameters for the department.
• Ensure a secure working environment and adherence to guidelines of company security and safety policies and procedures.

• Bachelor’s Degree in Arts/Sciences (BA/BS) in Network Management, Telecommunications, Information Systems/Technology, Application Development, Cybersecurity or related field. Strongly, demonstrated equivalent experience, education and/or technical credentials may be considered in lieu of degree
• Must possess progressively responsible related experience in planning, developing, and implementing technology projects and programs, including developing standards, policies and procedures. At least three years of that experience in a complex, multi-site critical national infrastructure environment, preferably in the public transportation sector
• Experience with fiber optic networks (design, construction) and networking technologies (SONET, DWDM)
• Experience with Video Management Systems security network technology and systems, video compression protocols (MPEG4, H.264), access control, intrusion prevention/detection
• Knowledge of IP/Ethernet based technologies, networks and network equipment (routers, gateways)
• Experience managing large scale projects from conception to completion (design, build, maintenance)
• Experienced in the creation of technical statements of work, project budgets and estimates and schedules
• Knowledge of security operation centers procedures, functions and daily operational requirements Required Knowledge of Threat and Vulnerability Risk Assessment (TVRA) methodology and measurements
• Demonstrated effective verbal and written communication skills and strong interpersonal skills
• Ability to manage multiple assignments with fluctuating priorities while adhering to deadlines
• Advanced knowledge of Microsoft Office Suite, specifically Word, Excel, and/or Access, or comparable applications
• Demonstrated ability to maintain confidentiality of highly sensitive information
• Must be able to deal effectively with emergencies and be willing to respond on a 24x7 basis, including after hours, weekends and holidays as required

• Knowledge of LIRR/MTAQ security networks and operations
• Knowledge of New York State (LIRR and MTA) contract procedures, documentation, policies, and requirements
• Senior Level Project management experience
• Experience in the creation and administration of technical statements of work and requests for proposals
• Knowledge of access control applications and installations (Lenel, Aurora) and video management systems (Genetec, Pleco, Axis, Cisco, and other network equipment)
• Knowledge of federal and state grants (ARRA, TSGP, Near Term) and their application/qualification procedures
• Familiarity with Large Passenger Railroads (Long Island Rail Road) operations, policies and procedures

• LIRR: In addition to meeting the minimum requirements of the position, the selection process may include but is not limited to, a pre-screening assessment (i.e., physical, written, and/ or practical evaluation) and interview.
