Requirements
  • Bachelor’s degree from an accredited college in Business, Finance, Accounting, or a related field.
  • Five (5) or more years of experience in a complex accounting environment.
  • CPA license may be substituted for one year of non-supervisory experience.
  • 3 years of supervisory experience.
  • Experience with MS Excel and MS Office applications.
  • Experience in accounting for GASB and GAAP.
Responsibilities
  • Directs the operation and ongoing process improvements of the Library’s accounting, procurement, disbursement and payroll systems.
  • Actively engages in the development and preparation of the Library’s budget proposals, which includes 3 main components: The City of Baltimore, State of Maryland, and a private 501(c)3 budget.
  • Leads the preparation of the Library’s Annual Comprehensive Financial Report (ACFR) and audit thereof. This includes consolidation from two accounting systems.
  • Leads the preparation of the Library’s tax return [Form 990, Return of Organization Exempt from Income Tax]
  • Oversees month-end, quarter-end, and year-end closing activities including, but not limited to, general ledger maintenance, journal entries, balance sheet reconciliations, and cost allocations.
  • Oversees and participates in the design and preparation of fiscal forms and procedures.
  • Identifies internal control weaknesses and maintains effective internal controls across the Office of Finance and Procurement.
  • Supervises a staff of accounting, fiscal, administrative, and office personnel.
Desired Qualifications
  • CPA license.
  • Experience in a government or non-profit agency.
  • Experience with MIP software desired.
  • Experience with Workday or a similar ERP is beneficial.
