Accela provides cloud-based software for government agencies to improve public services and civic engagement. Its main product, the Construct API, lets developers build applications that streamline interactions between government agencies and citizens, covering workflows such as permitting, licensing, code enforcement, and public health management. The platform is offered as Software as a Service (SaaS) to local, state, and federal agencies, with additional open-source client libraries and sample apps to help developers start quickly. Unlike general-purpose software vendors, Accela focuses on government-specific workflows, scalable cloud deployment, and a broad ecosystem of tools and services to support transparent, efficient operations. Its goal is to help governments operate more efficiently, enhance transparency, and improve citizen satisfaction and engagement.

Accela, a cloud-based software provider for government agencies, has launched its new Public Portal for the City of Fresno, California. The platform offers residents, contractors and businesses an improved digital interface for accessing permitting and development services. The portal features a redesigned homepage, enhanced navigation and accessibility improvements aligned with WCAG 2.1 AA guidelines. City staff can configure pathways and link to external resources whilst users can independently reset passwords, eliminating manual resets that previously required several hours of staff time weekly. According to Amber D'Ottavio, Accela's chief product officer, the portal gives agencies greater control over their digital services whilst delivering more intuitive user experiences. Accela serves over 600 agencies and jurisdictions worldwide with its configurable platform for permitting, licensing and code enforcement processes.
Permitting software giant Accela buys GIS tech firm Novotx. The deal seeks to create what amounts to a one-stop shop for permitting and public works. An Accela executive explains the thinking behind the acquisition and what comes next for the combined company. The newest acquisition in government technology combines permitting with public works via GIS. California-based Accela, which sells permitting, licensing and other software to state and local agencies, says it has bought Novotx, a Utah firm that supplies public-sector clients with GIS-centric tools for asset management. Accela's products focus on such areas as new construction, business and municipal infrastructure licenses, planning, scheduled maintenance and asset improvements. The company launched in 1999 and has more than 600 customers. Bringing the 12-year-old Novotx into the tent will expand Accela's tech abilities in work orders, "map-based operational insights" and infrastructure management, according to a statement. Accela said Novotx is best known for Elements XS, a GIS platform that public works departments, utilities and others use for service requests, inspections and field operations. More than 150 agencies use the product to help manage roads, street signs, water and sewer operations, parks, fleets and civic assets. Asset management has long stood as "the best and strongest" adjacent area for Accela, Vito Giallorenzo, the company's chief strategy officer, told Government Technology. Enough customers use Accela's offerings in that area that demand was clear for more. "Building organically takes time," he said. "This company checked a lot of boxes." The combined company - Accela in the coming months plans to release more details about its integration of Novotx tech - will offer agencies a sole supplier for a wide variety of needs, Giallorenzo said. "It's always easier for customers to have a single vendor, especially in government where procurement cycles are difficult and lengthy," he said. That reflects a larger trend in gov tech - acquisitions that seek to build what amounts to a one-stop shop, with private equity often financing the deals. That trend is unlikely to stop, Giallorenzo said, especially as the industry still has space for companies that, like Tyler Technologies, can offer various tools that cover a wide range of common governmental tasks. This acquisition serves as a reminder of the growing use of GIS in gov tech. Agencies are turning to geographic information systems for jobs that range from firefighting to permitting to plan review. The deal also signals the "clear connection between permitting and public works," Giallorenzo said. In 2024, Accela - itself a beneficiary of private equity investment - bought permitting and licensing tech firm OpenCounter from Euna. Then, in April, Accela announced its acquisition of ePermitHub, which sold streamlined document management and plan review. Now the company aims to provide more streamlined services. "For years, Novotx has focused on helping agencies understand and manage their assets through GIS-driven workflows. Increasingly our customers have been requesting to seamlessly connect their asset management and permitting workflows," said Jason Horspool, CEO at Novotx, in the statement. "Joining Accela allows us to better serve our customers with a broader integrated platform that is deeply committed to public-sector innovation and long-term partnership."
Accela, a cloud solutions provider for government agencies, has acquired Novotx, an infrastructure asset and work management company, to create an end-to-end platform for public infrastructure lifecycle management. The acquisition aims to connect traditionally separate systems for permitting, inspections, public works and asset management into a unified digital environment. Novotx brings GIS-native solutions for managing assets, utilities, service requests and field operations. Integrating these capabilities into Accela's Civic Platform will enable agencies to track infrastructure from initial approval through decades of operation and maintenance, improving coordination between planning, building and public works departments. The combined platform will help governments reduce manual workflows, strengthen capital planning and provide real-time visibility into assets and field activity. Accela will host a demo webinar on 10 March showcasing the new capabilities.
Nortal, a company specializing in transformation projects, has acquired the Middle East division of U.S.-based cloud service provider Accela. According to a joint statement, the division changed ownership in October. Nortal and Accela have been long-term partners prior to this acquisition.
