Requirements
  • Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.
Responsibilities
  • Direct and oversee day-to-day operations of HR, including employee and labor relations, recruitment, classification/compensation, safety and wellness, and extended leave programs.
  • Lead OYA’s labor relations program: negotiate collective bargaining agreements, administer contracts, resolve grievances, and partner with DOJ, DAS, and union representatives.
  • Provide consultative advice to OYA leadership on complex HR issues, including workforce investigations, litigation risk, and organizational strategy.
  • Supervise and mentor a team of Senior HR Analysts, recruiters, and specialists; build staff capacity through coaching, training, and professional development.
  • Evaluate HR programs and implement policies, goals, and performance measures aligned with OYA’s mission and strategic plan.
  • Oversee safety, workers’ compensation, FMLA/OFLA, and Paid Leave Oregon programs, ensuring compliance and compassionate support for staff.
  • Partner with managers across OYA to identify challenges, implement policy improvements, and design organizational structures that meet operational needs.
  • Champion equity and inclusion in all HR practices, using OYA’s Equity Lens to recruit, retain, and support a diverse workforce and to remove systemic barriers.
  • Represent OYA in hearings, arbitrations, and statewide HR initiatives, testifying as needed on workforce management issues.
  • Serve as backup to the HR Administrator and represent HR leadership in agency-wide committees, workgroups, and strategic initiatives.
Desired Qualifications
  • Proven Leadership at Senior HR Level – Direct experience leading a state HR program, not a developmental role. Demonstrated knowledge of complex HR processes including recruitment, classification/compensation, labor relations, and policy.
  • Labor Relations Expertise with DEI Lens – Extensive experience with collective bargaining, grievance resolution, and union engagement, with a demonstrated ability to advance equity within labor relations.
  • Commitment to Diversity, Equity, and Inclusion – Strong cultural competence, commitment to recruiting and retaining a diverse workforce, and success fostering inclusive and equitable work environments.
  • Emotional Intelligence & Communication – Skilled at navigating sensitive and complex issues with diplomacy, strong written/verbal communication, negotiation, and interpersonal skills.
  • Analytical & Strategic Problem-Solving – Ability to use data analysis to inform HR strategy, anticipate risks, and implement innovative, forward-looking solutions.
  • Workforce Well-Being Knowledge – Knowledge of Safety/Workers’ Compensation, FMLA/OFLA, Paid Leave Oregon, and wellness programs; ability to maintain high levels of service during sensitive and emotional situations.
  • Team & Talent Development – Supports analysts in learning the business, builds leadership capacity, and demonstrates a growth mindset focused on empowering employees and strengthening organizational capacity.
