Note: The HECC’s Modernization Project is a project crossing multiple biennia and anticipates continuing staffing needs. This recruitment announcement will be used to establish a list of qualified candidates to fill current and future limited duration, job rotation and permanent vacancies to support the project and will remain open until further notice. What You Will Be Doing
You will provide analysis for the agency’s Modernization Project. You will have regular contact with managers, professional staff, and will work closely with agency managers, other program and policy analysts, technical and business staff, partner agency staff, tribes, and numerous partners throughout the State of Oregon. You will develop and analyze technical solutions which satisfy business objectives by working closely with solution vendors and agency technical and business staff to design, develop and configure new solutions to ensure they meet the needs of the agency’s Modernization efforts. You will make informed decisions on behalf of the agency to build new systems in accordance with desired business requirements and outcomes.
You will translate and communicate complex business problems and technical solutions to different types and levels of agency staff, vendors, and business partners, and will be responsible to ensure needs are clearly understood by all parties. You will also be responsible to coordinate work efforts to achieve program and project goals and objectives and facilitate various meetings regarding system design and testing with subject matter experts and managers.
You will be required to balance multiple competing priorities and responsibilities as well as conflicting objectives as the business needs will fluctuate according to the nature of the Modernization Program.

This recruitment is to fill full-time limited duration, job rotation and permanent positions headquartered at HECC’s Salem Office and is not represented by a union. The successful candidate(s) may be eligible for in-state hybrid work, which consists of performing duties onsite in a standard office environment and working remotely.

What We Need (Minimum Qualifications)
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work related to IT project management and/or IT business analysis.
OR;
Any combination of experience and education equivalent to seven years of experience in IT project management and/or IT business analysis.

Business Analyst/Project Management Skills
Experience evaluating the effectiveness and efficiency of operational processes or events that included data gathering, analysis, interpretation, and recommendations.
Experience in assessment and analysis of training needs and training administration including delivery of training for a variety of learning styles and audiences.
Ability to actively participate and work closely with project staff and managers regarding all phases of a project, with a good understanding of learning management and process analysis.
Knowledge and proficiency using a personal computer and various software including Microsoft Word, Microsoft Excel, Microsoft Access, Microsoft Outlook, Visio, SharePoint, and Microsoft PowerPoint.
Interpersonal and Communication Skills:
Excellent verbal and written communication skills to effectively convey ideas, recommendations, and technical information with a variety of audiences.
Proficient in providing updates on work/assignments verbally and in writing.
Ability to work in a team environment with excellent team player and interpersonal skills, including the willingness to collaborate, share information and contribute to the team's success.
Ability to prepare for and facilitate meetings on complex program/business related topics.
Attention to detail in accurately capturing and communicating outcomes and next steps from discussions.
Planning and Prioritizing Workload Skills:
Experience in clearly identifying and articulating priorities of tasks assignments based on understanding of the effort required to complete tasks on-time per a schedule.
Ability to effectively and proactively ask for assistance when prioritization of workload is not clear due to multiple competing deadlines.
Attention to detail and the ability to organize and coordinate multiple resources simultaneously to meet objectives and goals.
Self-motivated and organized with a proven ability to work autonomously to meet deadlines.

The Fine Print
Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
Future Vacancies: We may use the candidates from this posting to fill future vacancies. Limited duration positions hired from this recruitment may become permanent if future funding becomes available.
