Supports the Dallas County Fire Marshal’s Office by ensuring County-wide compliance with the FBI Criminal Justice Information Services (CJIS) Security Policy. Serves as the technical and administrative lead for implementing, monitoring, and maintaining security controls on systems that store, process, or transmit criminal justice information (CJI). Provides direct technical support to public safety departments, coordinates CJIS audits, manages compliance documentation, and serves as a liaison between County agencies and state/federal CJIS authorities. Maintains the confidentiality, integrity, and availability of criminal justice systems across Dallas County.Education, Experience and Training: Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Criminal Justice, or in a related field of study. Three (3) years work related experience in technical support, systems administration, or information security. Experience within Law Enforcement, fire service, or other criminal justice environment preferred. Experience working with CJIS systems, Public Safety IT infrastructure, or performing technical work requiring knowledge of regulatory compliance is preferred. Certifications (Preferred): • CompTIA A+ • HDI Support Center Analyst (HDI-SCA) • Cisco Network Certification (CCNA) • CompTIA Security+ • Comp TIA Security+ • Microsoft Certification Special Requirements/Knowledge, Skills & Abilities: Must possess or obtain a CJIS Security Awareness Certification within six months of hire. Knowledge of the FBI Criminal Justice Information Services (CJIS) Security Policy and its technical and administrative control requirements. Familiarity with public safety IT systems such as RMS, CAD, in-car video, body-worn cameras, and secure wireless networks. Skilled in the use of standard software applications, help desk systems, and troubleshooting tools. Ability to manage sensitive data, enforce compliance standards, and support user training across departments. Strong analytical and diagnostic skills for resolving technical issues involving security settings, access control, and mobile device configurations. Effective communication skills, both verbal and written. Able to explain technical concepts to non-technical personnel. Excellent decision-making, project coordination, and cross-agency influence, particularly in areas involving access control, audit readiness, and incident response. Must possess a valid Texas Driver’s License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code. “Individuals holding or considered for a position which has, or may have, access to criminal justice databases including the FBI Criminal Justice Information Systems, NCIC/TCIC and similar databases, must pass a national fingerprint-based records check prior to placement in such position and may be denied placement in such positions and/or access to such systems. Individuals must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.” Physical/Environmental Requirements: Work is performed in both office and field environments, including data centers, fire stations, and other secure or sensitive areas. May require travel throughout Dallas County to support remote sites. Must be able to lift and transport IT equipment weighing up to 50 pounds. May be required to work flexible hours or be on-call to respond to urgent compliance issues or system failures affecting criminal justice operations.Provides Tier I/II technical support to users for Dallas County Fire Office and other criminal justice departments for desktops, laptops, mobile devices (iOS/Android), printers, and basic network access. Troubleshoots and resolves hardware/software issues in person, via phone, or remotely. Serves as a County-wide liaison for all matters related to CJIS Security Policy compliance. Monitors and supports implementation of technical and administrative controls required under the FBI CJIS Security Policy across departments handling CJI. Receives, tracks, and resolves CJIS-related service requests. Uses ticketing or case management systems to document technical issues, identify trends, and escalate matters that present compliance risk or systemic failure. Conducts system audits, user access reviews, and device compliance checks. Verifies encryption standards, password settings, multi-factor authentication, and physical/logical access controls on CJI systems to ensure alignment with FBI requirements. Assists in the installation, configuration, and maintenance of CJIS-critical infrastructure, including firewalls, endpoint protection, mobile device management systems, and secured networks used by law enforcement and public safety agencies. Develops and maintains required documentation for CJIS compliance, including system security plans, incident response protocols, audit logs, and policy exception justifications. Coordinates with IT and department stakeholders to ensure documentation accuracy. Provides security awareness and technical training to County personnel who access or manage CJI. Supports onboarding processes by helping departments validate fingerprint-based background checks and security clearances in compliance with CJIS policy. Performs other duties as assigned.
