Requirements
  • A bachelor's degree and two years of experience in quality assurance, regulatory, or healthcare areas, or a high school diploma/GED and six years of experience.
  • Experience handling sensitive information and exercising impartial, evidence-based judgment.
  • Ability to interpret and operationalize Health and Human Services requirements, Statements of Work, Texas Administrative Code standards, and internal policies.
  • Ability to apply structured audit methodologies, risk-based sampling, and objective scoring.
  • Ability to convert metrics into insights and monitor corrective action plan effectiveness.
  • Ability to write clear audit reports, present findings to diverse audiences, and build provider buy-in.
  • Ability to manage extensive statewide travel and adapt to varied provider settings.
  • Ability to identify system gaps and recommend pragmatic, sustainable improvements.
  • Ability to work in office or remote settings and in clinical, residential, and outpatient facilities.
  • Ability to drive and fly for on-site visits, including potential overnight stays and after-hours work.
Responsibilities
  • Plan, schedule, and conduct full-scope and targeted audits of substance use disorder and related programs to verify compliance with Health and Human Services and Texas Health and Human Services Commission regulations, contractual Statements of Work, and Texas Administrative Code requirements.
  • Validate service delivery against required service levels, client and participant satisfaction, service capacity, access to services, populations served, evidence-based practices, and timeframes.
  • Conduct on-site visits across Texas to observe operations, perform data integrity checks across electronic health record and electronic medical record systems, conduct facility walkthroughs, and evaluate environment of care.
  • Produce clear, timely audit reports detailing scope, findings, ratings, and risk prioritization.
  • Issue deficiency notices and collaborate with providers to develop Performance Improvement Plans.
  • Verify Performance Improvement Plan implementation and effectiveness through evidence reviews.
  • Present findings to providers, leadership, and network provider partners.
  • Partner with the provider network to align on standards and remediation.
