The Digital Modernization Sector at Leidos has an opening for an experienced Project Manager for the GIG Service Management – Operations II (GSM-O II) contract at Fort Meade, MD. This contract includes the Operations, Sustainment, Maintenance, Repair, and Defense of the Defense Information System Network (DISN) within the DOD Information Network (DODIN) in support of the Defense Information Systems Agency (DISA).   

This position demands a broad skill set, including project management, risk management, stakeholder communication, technical expertise, leadership and technical expertise. The multi-dimensional nature of these responsibilities is crucial for maintaining client relationships, fulfilling contractual obligations, and achieving strategic objectives, highlighting the role’s significance to the organization.

This role requires 90% travel.

Primary Responsibilities

• Oversee the planning, execution, and optimization of IT services to ensure they meet business objectives and customer expectations.
• Collaborate with business stakeholders and senior government personnel to understand service needs and ensure that IT services align with their objectives.
• Collaborate with functional support teams (operations team subject matter experts, project controls, contracts, subcontracts, and security) and manage delivery team resources.
• Set project goals, come up with plans to meet those goals and report status throughout the project lifecycle.
• Brief and present project plans to key stakeholders.
• Organize meetings to discuss project goals and progress.
• Develop resource-loaded project schedules, manage tasks, dependencies, and risks to deliver migration projects on time and within budget; requires a deep understanding of both technical and business aspects, along with the ability to oversee multiple complex, multi-faceted projects. Use project management tools to track project performance and schedule adherence.
• Assist with the development of content for program reviews and contract milestones.
• Attend technical meetings and prepare formal written minutes (as required) for delivery to the government.
• Communicate orally, and in writing, detailed technical information.
• This hybrid role combines project management expertise with technical skills, which will increase project efficiency, streamline processes, and facilitate better communication between project and technical teams.
• Consider external activities that may drive dependencies or risks to the plan(s).
• Manage engineering and support personnel against project workload in coordination with engineering & implementation vendors to ensure efficient planning and execution of transition and integration tasking.
• Lead status calls and articulate accomplishments, current project status, identify challenges, and projection.
• Create detail project plans and schedules, allocated resources, product delivery schedules, project estimates, work-breakdown structure (WBS), resource plans, and status reports to fully support enterprise-level requirements.
• Participate in program and project activities, attend meetings, champion special projects and prepare exclusive reports.
• Ensure that all implementation activities use consistent and proven processes and that these processes are modified and improved as necessary, across all types of implementations.

Basic Qualifications:

• Active DoD SECRET Clearance
• Bachelor’s degree and 8-12 years of prior relevant experience or Masters with 6-10 years of prior relevant experience, or equivalent work experience.  Additional experience, education and training may be considered in lieu of degree
• Must be able to travel to CONUS and OCONUS locations with project teams.
• Demonstrated success working with technical leads and subject matter experts to understand and define resource requirement to order to develop schedules that ensure operational projects are completed on time within budget readiness.
• Demonstrated success in managing project team activities and technical resources, and providing periodic project status to stakeholders
• Thorough understanding of DISA implementation process and E&I standard.
• Skilled at creating, modifying and maintaining a project schedules to meet project demands. Possess the ability to quickly modify, streamline, and execute per the schedule to meet real world mission requirements. 
• Ability to serve as liaison between stakeholders and program leadership, assist with briefing stakeholders regularly on project purpose and progress and alerting program leadership to developing issues and opportunities throughout the area of responsibility.
• Optimize, facilitate and finalize all aspects of site acceptance and quality control.
• Collaborate with partners to coordinate and perform project objectives to include site surveys, installations, testing, site deinstallations, quality control and provide customer-ready deliverable reports upon completion.
• Knowledge and skillset to distinguish between Site Assessment, Site Survey, Installation, and Commissioning.
• Demonstrated success in the developing of IBOM, MBOM, and Master TRBOMs.
• Demonstrated success  with interaction and collaboration with stakeholders at an 0-6/GS-15 level.
• Demonstrated success in working with leadership to understand the define resources needs of your project.
• Experience in performing project audits; monitor/tracking of corrective actions; managing process improvement; performing process checks on internal procedures; and reviewing contract deliverables.
• Strong understanding of the DISN network, engineering, and design.
• Expertise in fully understanding the DISA logistic process and procedures.
• Demonstrated success in multi-tasking, self-assigning work, and functioning in a dynamic, fast-paced environment.
• Proficiency with MS Office Products (Outlook, Word, Excel, Project, SharePoint, and PowerPoint).
• Demonstrated success project management approaches.
• MS Project experience
• Agile experience
• Specialized experience includes full life cycle development, demonstrated ability to provide guidance and direction for Network Operations, Administration & Maintenance, and Network Assurance tasks.
• Expertise in identifying areas of improvement, critical dependencies, and process changes that enable the Government to attain integrated outcomes that are effective, efficient, sustainable, and improve customer satisfaction.
• Experience coordinating with multiple technical and operational teams to achieve the necessary program, project or activity plans, and schedules while maintaining within budget guidelines.
• Strong understanding of the factors which allow successful performance on a Firm Fixed Performance Based Contracts with aggressive Acceptable Levels of Performance (ALPs) and ability to drive new projects to successfully transition into this type of contract environment.
• Experience in assigning tasks to contractor personnel that are located in multiple time zones, supervising on-going technical efforts, and managing contract performance on new task orders and projects identified by the customer.

Pay Range:

Pay Range $89,700.00 - $162,150.00
