Requirements
  • An active Top Secret/Sensitive Compartmented Information security clearance with polygraph is required.
  • Intermediate proficiency with Microsoft Excel, including demonstrated use of pivot tables, slicers, and pivot charts, is required.
  • Experience tracking program, project, or contract status across cost, schedule, and performance is required.
  • Four years of Department of Defense, Intelligence Community, or commercial experience in contract management or finance is required for Level 1.
  • Eight years of Department of Defense, Intelligence Community, or commercial experience in contract management or finance is required for Level 2.
  • Twelve years of Department of Defense, Intelligence Community, or commercial experience in contract management or finance is required for Level 3.
  • A Bachelor's Degree with a business focus or related discipline is required for all qualification levels.
  • Contract Manager CPCM certification or DAWIA Level I in both Contracting and Program Management may substitute for the degree with additional directly related experience, as specified for the applicable level.
  • Additional directly related experience may substitute for the certification, as specified for the applicable level.
  • Experience writing Completion tasks and experience with award fee incentivized contracts are required for Level 3.
Responsibilities
  • Update burn rates using the corporate template, conduct burn rate analysis, and track funding run-out dates.
  • Review invoices in accordance with the current BM&A Invoice Review Desk Guide and contract clauses, and report discrepancies to the Government Contract Manager.
  • Draft modifications to existing Technical Task Orders.
  • Refine requirements with the COR-T to ensure they remain within contract scope and draft Technical Task Orders for the Contract Manager.
  • Prepare Technical Task Order and Delivery Order funding tables.
  • Prepare de-obligation forms with all applicable attachments.
  • Review and track requisitions for accuracy and communicate required corrections to Budget and Financial Managers to adhere to the Government Contract Manager's plan.
  • Track contract funding against Department of Defense and BM&A goals for commitment, obligation, and outlay.
  • Track contract costs at the Technical Task Order, fundcite/Contract Line Item Number/Subline Item Number, and budget center levels.
  • Analyze contractor estimates to determine alignment with Contract Manager guidance and burn rate analysis.
  • Analyze Quality Assurance Review data to ensure alignment with burn rate analysis before COR submission or approval.
  • Review spend plan data to ensure contracts have sufficient planned funding.
  • Assist with validating Unliquidated Obligation and Total Amount Remaining lines for contracts.
  • Identify contract cost overruns and underruns.
  • Track the award fee pool and calculate earned fees for the period, including incurred interest.
  • Assist in preparing contract funding estimates for Continuing Resolutions and spend plan development.
Desired Qualifications
  • Experience using the National Security Agency's financial management system and its interfaces, currently FACTS and CMIS, is preferred.
