Working closely with other VCF teams and, under the supervision of the Deputy Director, this position will manage processes related to the following functions.
Work collaboratively with all facets of the VCF program management and be responsible for all aspects of payment processing. Ensure that VCF payments are administered following an established process that involves the DOJ Office of Planning, Budget and Evaluation (OPBE), US Treasury and Congressional statute. Monitor daily Claim Management System (CMS) payment reports for: paid claims data import failures; change of attorney claim payments; payments to PI-to-Deceased claimants; and tracking of all payments submitted to DOJ and Department of Treasury for payment

- Investigate bank rejections of payments and coordinate outreach efforts to the Helpline and Law Firm Outreach team to resolve bank rejections.
- Prepare and distribute daily tracking report of expedited claims payments.
- Prepare daily import report of paid claims to be uploaded into the claim management system.
- Maintain a daily paid claims tracking sheet.
- Track claims in payment processes that are returned to Claim Review for corrections.
- Collaborate with appropriate internal resources, including CMS and CPC information management teams, to develop, improve, and maintain payment-related applications, functionality and reports.
- Design and prepare payment-related reports and provide requested statistics to the DOJ and the SMO leadership team on short turnaround.
- Proactively identify issues that impact the payment function and propose alternate solutions to address issues.
- Maintain all payment-related files (hard and soft copy), including payment information forms, client authorizations, payment forms, and confirmation documents.
- Compile multiple reports for monthly Amentum invoicing while ensuring 100% accuracy.
- Ensure that all staff trainings comply with or exceed Amentum policy and standards.
- Ensure timely completion of performance reviews for employees.
- Track recruitment, onboarding/offboarding, and promotions for compliance with all Amentum policies and practices.
- Attend weekly/monthly meetings with the SMO team, Amentum leadership, and staff collaboratively
Oversee and ensure operational support services are delivered to VCF Appeals/Hearings components and functions in New York City. Regularly liaise with the VCF Deputy Special Master and DOJ Attorney Team Leads regarding Appeals/Hearings operations and/or issues.
- Oversee and support 2 Amentum Appeals/Hearings staff to ensure pre-hearing functions are provided, including tracking appeals and appeal triage; requests and information updates from claimants and their attorneys regarding hearings issues; preparation of pre-hearing packages and bench memos; and, scheduling hearings functions including video links, hearing officers, court reporters and interpreters, and physical and remote meeting rooms.
- Oversee and support Amentum staff to ensure day-of hearings functions are provided, including managing day-of hearing documents uploads, preparing conference rooms for in-person hearings, escorting visitors from lobby to VCF office, and checking video-conferencing links.
- Oversee and support Amentum staff to ensure post-hearings functions are delivered, including preparing all post-hearing-related materials for substantive review, and entering hearing determinations in the claim management system.
- Ensure the tracking and reporting of pending hearings and hearings held, maintaining monthly, pending hearing count by eligibility and compensation hearings.
- Maintain Appeals/Hearings operational support services standard operating procedures.

Minimum Requirements:
- Must be able to obtain and maintain MRPT (Moderate Risk Public Trust) facility credentials/authorization. Note: US Citizenship is required for MRPT facility credentials/authorization at this work location.
- At least six years of progressively more responsible experience in major litigation support projects, including at least one year of Project Manager experience or equivalent. Demonstrated ability to manage numerous complex and time-critical litigation support activities.
- Undergraduate degree required. Law degree, advanced technical certification, or other pertinent graduate degree valued.
- Proven experience identifying and addressing executive needs, including building relationships, communicating internally and externally in an organized and knowledgeable manner, demonstrating flexibility in prioritizing and completing tasks, and effectively communicating potential conflicts to senior leaders.
- Proficiency in PC applications, including MS Office, including experience with MS Word formatting, styles, layout, text boxes, and templates; MS Excel intermediate level user or above, capable of filtering and sorting large data sets, pivot tables, and creating charts and graphs; and MS PowerPoint template development
- Ability to work directly with senior DOJ officials and the Special Master’s office and collaborate effectively with team leads and team members. Anticipate what is needed for program and team success.
- Excellent writing and communication skills, with the ability to write in various formats and tones specific to the intended audience and purpose. Work well under intense pressure, tight deadlines, and need for 100% accuracy.
Preferred Qualifications:
- Experience with federal government programs is ideal.
- Experience with SharePoint, including creating sites, libraries, folders, and templates, and organizing large number of files and folders to meet users’ needs.
