Requirements
  • Requires Top Secret/Sensitive Compartmented Information clearance with the ability to obtain a counterintelligence polygraph.
  • Requires 9+ years of relevant experience in data science, automation, software development, data engineering, database integration, Geospatial Intelligence support, or related technical disciplines; a combination of education, professional certifications, and technical training may substitute for some experience.
  • Experience supporting Intelligence Community operations.
  • Background in intelligence experience providing analysis and/or data science to an intelligence mission.
  • Ability to operate at a mid-level and independently.
  • Proficiency in creating processes around large datasets to identify analytical discoveries.
  • Proficiency in Python and its data science and visualization ecosystem, including Pandas, NumPy, SciPy, Matplotlib, Plotly, Dash, Bokeh, and related libraries.
  • Experience querying and integrating web application programming interfaces through Python to retrieve, normalize, and operationalize data.
  • Experience developing interactive data visualizations using Plotly, Seaborn, Matplotlib, Bokeh, or comparable tools.
  • Experience building dashboards and analytic interfaces using Dash, Streamlit, Panel, Tableau, or similar platforms.
  • Strong SQL skills and experience querying relational databases.
  • Experience using Git-based version-control platforms such as GitLab or GitHub.
  • Proficiency with geospatial processing frameworks such as GDAL or ArcPy.
  • Proficiency with geographic information system desktop software such as ArcGIS Pro or QGIS.
  • Ability to write clear, concise technical documentation for software systems and automated workflows.
  • Ability to operate independently at a senior level with limited oversight.
  • Familiarity with United States Special Operations Command and broader United States military organizational structures.
  • Familiarity with common Intelligence Community data repositories.
  • Demonstrated experience connecting multiple databases and enterprise systems to automate data collection, transformation, and dissemination.
  • Experience automating repetitive business or analytic tasks using scripts and workflows.
  • Experience gathering and disseminating metrics and operational data.
  • Demonstrated ability to identify process inefficiencies and implement automation solutions that improve workflow performance.
  • Strong analytical and problem-solving skills.
  • Effective written and verbal communication skills, including the ability to explain technical concepts to technical and non-technical audiences.
  • Understanding of Transnational Criminal Organizations operating within the United States Southern Command area of responsibility.

Responsibilities
  • Coordinate with clients to understand questions and issues involving client datasets and determine methods to create data-driven solutions within program guidelines.
  • Assist in developing automated processes and architecting data science solutions and automated workflows.
  • Conduct analysis using available tools to analyze data, remain adaptable to mission requirements, and identify patterns to solve complex Department of Defense and Intelligence Community problems.
  • Work with large structured and unstructured data in a modeling and analytical environment to define and create streamlined processes for evaluating unique datasets and solving intelligence issues.
  • Lead and participate in designing solutions and refining pre-existing processes.
  • Work with customer stakeholders, program managers, and product owners to translate roadmap features into components and tasks, estimate timelines, identify resources, suggest solutions, and recognize risks.
  • Use exploratory data analysis techniques to identify meaningful relationships, patterns, or trends in complex data.
  • Combine applied mathematics, programming skills, analytical techniques, and data to provide insights for decision-makers.
  • Research and implement optimization models, strategies, and methods to inform data management activities and analysis.
  • Apply big-data analytic tools to diverse datasets to deliver insights and assessments.
  • Conduct peer reviews to improve the quality of workflows, procedures, and methodologies.
  • Help build high-performing teams and mentor team members by providing development opportunities that increase their technical skills and knowledge.
Desired Qualifications
  • Master's degree in Data Science or a related technical field.
  • Experience developing and working with Artificial Intelligence and Machine Learning.
  • Experience with advanced programming techniques using one or more of HTML5/JavaScript, ArcObjects, Python, Model Builder, Oracle, SQL, geographic information science, geospatial analysis, statistics, ArcGIS Desktop, ArcGIS Server, ArcSDE, and ArcIMS.
  • Experience using .NET, Python, C++, and/or Java for web-interface development and geodatabase development.
  • Experience building and maintaining databases of Geospatial Intelligence, Signals Intelligence, or Open-Source Intelligence data related to the area of interest.
  • Data visualization experience, including matrix analytics, network analytics, and graphing data to assist the analytic workforce in generating common operational pictures depicting fused intelligence and information for informal assessments and finished products.

US company Culmen launches training course for border crossing's K9 unit. Sami Zaptia Libya Herald Editor-in-Chief Libya's Customs Authority reported last Tuesday (11 August) that the Head of the Ras Ajdair Customs Centre received the team from US company Culmen - in the presence of Colonel Souf Graiz, the K9 Unit Supervisor for the General Administration - to mark the launch of a training course for the border crossing's K9 unit (canine police detector / sniffer dogs). The three-day course, which began last Tuesday, aims to train nine personnel in both theoretical and practical aspects, as well as to enhance the capabilities and efficiency of the dogs deployed at the crossing. The Centre Head also discussed the training programme and its requirements with the company representatives - assisted by an interpreter - pledging to provide and facilitate everything necessary for the course's success and the achievement of its objectives. The Customs Authority said this course is part of an initiative to support and develop the K9 unit's capabilities and to elevate the standard of security and customs operations at the crossing.
