Job Description:

Parsons is looking for a Change Manager - Claims to join our team! In this role, you’ll have the privilege of working on the premier Infrastructure project in the Country, as well as receive all of the benefits of working for Parsons! This Program is the most Urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark NJ and NYC.

Program background

The Gateway Program is the most urgent infrastructure program in the country – a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.

As a tri-venture partner with Parsons, Arcadis, and Mace (MPA) is the Delivery Partners (DP)to provide advice, leadership, and support to GDC for the development and implementation of HTP. This is a master service with task order contracts for a 15-year contract encompassing a broad range of strategic advisory services, project management, design management, construction management, stakeholder coordination, federal compliance, operations support, office administration, and related services.

What You’ll Be Doing:

• Evaluate and analyze change requests and claims submitted by stakeholders, contractors, and project teams.

• Conduct thorough assessments to determine the validity, impacts, and implications of proposed changes and claims on project scope, schedule, and budget.

• Collaborate with project managers, legal counsel, and relevant stakeholders to negotiate and resolve claims in a timely and fair manner.

• Maintain detailed documentation of change orders, claims, negotiations, and resolutions.

• Develop and implement strategies to minimize disputes, mitigate risks, and streamline the change management process.

• Communicate changes and claim resolutions effectively to all involved parties to ensure alignment and understanding.

What Required Skills You’ll Bring:

• Bachelor’s Degree and 10+ years of related experience.

• Experience working with Heavy Civil Construction Claims

• Requires a comprehensive knowledge of industry business practices and the negotiation of prime contracts.

• Incumbent must also possess strong written and oral communication skills, excellent interpersonal skills, and a working knowledge of PC software packages typically associated with contract administration.

• Proven ability to perform in a management capacity is also required.

• - Bachelor’s degree in project management, construction management, business, or related field.

• - Proven experience in change management, claims management, contract administration, or related field.

• - Strong understanding of project management principles, contract documents, and claims procedures.

• - Excellent negotiation, communication, and conflict resolution skills.

• - Attention to detail and ability to analyze complex situations to reach equitable solutions.

• - Certification in project management or claims management is a plus.

What Desired Skills You’ll Bring:

• Experience working with or for a large agency such as MTA, NYDOT, etc.

• Experience working on Mega-Project in the Rail and Transit industry.

Salary Range:
