Requirements
  • A Bachelor's degree from an accredited school in social work, psychology, marriage, family and child counseling, counseling or behavioral science, education, community health, or public health.
  • Two years of experience working with victims of domestic abuse or sexual assault, or in victim advocacy services.
  • Working knowledge of family violence dynamics, safety planning, risk assessments, local community resources, federal and state laws pertaining to domestic abuse or sexual assault, family law, and the Victim Rights Bill.
  • Ability to intervene in crisis situations using sound professional judgment, ethical practice, and common sense.
  • Ability to independently assess risk and develop, implement, and evaluate safety and intervention plans to meet victim needs.
  • Understanding, sensitivity, and empathy for victims, with the ability to develop trusting helping relationships.
  • Ability to work effectively with individuals and families from diverse racial, ethnic, and socioeconomic backgrounds.
  • Ability to work cooperatively with military and civilian medical, social service, law enforcement, and legal personnel on behalf of victims.
  • Valid, unrestricted motor vehicle license.
  • Transportation to transport victims in crisis during non-emergency situations as a last resort.
  • Ability to provide on-call victim advocacy services 24 hours per day, 7 days per week.
Responsibilities
  • Provide advocacy, intervention, prevention, education, and training services addressing domestic violence under the Army Family Advocacy Program.
  • Provide comprehensive victim advocacy services, including crisis intervention, emotional support, transportation arrangements, accompaniment to medical, legal, and law enforcement appointments, protective-order assistance, emergency food or shelter assistance, and benefits information.
  • Work directly with victims to advocate and present their expressed needs to personnel at intervening agencies.
  • Assess imminent health or safety risks and make appropriate referrals.
  • Assist victims in navigating systems and obtaining desired services, and refer them to appropriate services for continued care.
  • Provide sensitive, confidential, immediate, and comprehensive care and treatment to victims of domestic abuse.
  • Conduct initial screening, non-clinical risk and lethality assessments, and safety planning.
  • Develop safety plans and provide emotional support, crisis intervention, prevention awareness, and education.
  • Liaise with the Family Advocacy Program Manager to coordinate victim services and training through a community response.
  • Provide crisis intervention and warm handoffs to community resources for victims who are ineligible for Military Treatment Facility services.
  • Provide information about victim rights, services, and on- and off-installation resources.
  • Coordinate procedures with the Family Advocacy Program Manager to ensure timely and appropriate information for victims.
  • Contact victims by telephone within 20 minutes or face-to-face within 60 minutes when requested.
  • Explain Family Advocacy Program disclosure and reporting options during initial contact so victims can make informed decisions.
  • Ensure first responders, including emergency medical services and law enforcement, are contacted immediately during crises involving imminent harm.
  • Operate within Family Advocacy Program and Victim Advocacy Program guidelines under Army Regulation 608-18.
  • Conduct domestic abuse training and awareness programs for Soldiers, Family members, and Civilians.
  • Guide client families through investigative processes, encourage participation, and explain crime-victim rights.
  • Formulate intervention strategies to improve family coping skills during child-abuse investigations and prosecutions.
  • Identify and attempt to meet the needs of children and families in crisis.
  • Educate non-offending caregivers about child-abuse dynamics and potential long-term consequences.
  • Assess family needs and encourage non-offending caregivers to participate in recommended services and counseling.
  • Provide information and assistance with Crime Victims' Compensation applications.
  • Serve as a liaison between families and multidisciplinary team members.
  • Assist multidisciplinary team members in identifying client needs and providing recommendations.
  • Represent the best interests of children and families at multidisciplinary team case-review meetings.
  • Accompany non-offending caregivers to court and other appointments when requested.
  • Participate in community awareness campaigns and prevention events.
  • Maintain ongoing case management and complete all data entry within three business days.
  • Maintain daily contact with victims in crisis and contact at least every 30 days when they are not in crisis.
  • Transfer cases appropriately when victims leave the servicing area and close advocacy cases when services are completed, with Family Advocacy Program Manager concurrence.
