Requirements
  • An Associate’s degree in business administration, writing and rhetoric, or accounting; four years of applicable experience may substitute for the degree requirement.
  • Excellent negotiation, communication, and interpersonal skills.
  • Excellent research and writing skills.
  • Proficiency with Microsoft Office Suite.
  • Ability to review Certificates of Insurance and terms of coverage.
  • Experience with Newforma, Procore, Compass, and Jones software.
  • Ability to lift up to 20 pounds and perform the stated semi-sedentary physical requirements.
  • Ability to stand and sit for periods longer than 30 minutes but not more than two hours consecutively.
  • Ability to maintain concentration and control behavior during stressful situations or short deadlines.
  • Ability to learn complex tasks and remember procedures after training.
Responsibilities
  • Review project subcontracts, purchase orders, and time-and-material awards for compliance with contract management policy.
  • Review regulatory, client-specific, and agency requirements and advise project teams on compliance needs.
  • Support the contract manager in interpreting federal regulations such as FAR, DFARS, ITAR, and CUI and advise on their contractual implications.
  • Identify and summarize project insurance provisions and bonding requirements.
  • Maintain organized records of subcontracting negotiated terms, conditions, and contracting agreements in a centrally accessible folder.
  • Verify that required subcontract documents are completed and filed and coordinate complete contract award packages with project teams.
  • Participate in subcontract redline reviews by analyzing subcontractor comments and providing negotiation support.
  • Support contract and project managers with negotiation redline discussions, version changes, and resolution status.
  • Monitor and determine whether subcontractor Certificates of Insurance are compliant for multiple projects.
  • Review subcontractor NDAs for approval and review ITAR and CUI certifications according to project requirements.
  • Compile prime contract requirements, terms and conditions, flow-down clauses, FAR and DFARS requirements, and compliance forms for bid packages.
  • Establish and maintain a subcontract attachments folder within each project for designated prime-contract flow-down documentation.
  • Serve as a subject-matter resource to contract managers, project managers, project administrators, and finance on contract interpretation and compliance obligations.
  • Maintain organized records of subcontractor correspondence, redlines, compliance issues, and advisory notes for internal reference and audit support.
