Summary
Join the team responsible for planning, budgeting, funding, overseeing, and developing implementation strategies for the MTA’s $55-billion Capital Program. MTA C&D Development plays a pivotal role in determining what, when, and how the MTA builds – prioritizing capital investments, evaluating project scopes, establishing the project and program budgets, maximizing external funding opportunities, monitoring and reporting on Capital Program performance; and strategically coordinating packaging, and scheduling work to maximize benefits and minimize construction impacts to MTA riders.
This position will join MTA C&D’s Bridges & Tunnels (B&T) Project Development unit, the team responsible for planning, prioritization, scope selection and definition, budget development and oversight, and project lifecycle monitoring for B&T capital projects.
B&T Project Development is charged with developing, optimizing, and controlling capital project scopes; managing their associated schedules and budgets; compiling and maintaining information on project priorities, cost estimates, and schedules; using that information to assemble an actionable program of projects that fit within anticipated funding constraints; and recommending project bundling and execution strategies to maximize efficiency.
The team works closely and collaboratively with stakeholders across the MTA, including project sponsor departments at B&T and MTA C&D’s Planning, Delivery, and Contracts departments. B&T Project Development ensures that capital investments provide the best value for MTA customers and agency operations and maintenance needs by facilitating and overseeing the advancement of capital projects throughout their entire project lifecycle.
This position may be assigned to a particular portfolio of B&T capital projects or support cross-program planning and oversight activities with a special focus on Force Account issues.
Responsibilities
Responsibilities may include the following:
Act as a Capital Budget liaison with both C&D Delivery and C&D Program Oversight.
Provide high-level oversight of budget staff for managing Force Account for the B&T capital program for both B&T payroll employees and C&D payroll employees.
Assist with developing the MTA’s five-year Capital Program; coordinate funding targets and strategies; work with MTA operating agencies to propose and prioritize projects, define scope, and manage changes to the Capital Program.
Assist with reviewing and approving transactions for compliance with capital policies anda capital program approved project’s scope and budget, public authority law and business case review.
Assist with developing long-range planning strategies and documents, including the MTA’s Twenty-Year Needs Assessment.
Assist in developing, managing and using various data sources and dashboards throughout the MTA’s capital program, including Project Status Report (PSR), IMPACT, Capital Dashboard and others.
Monitor and control the evolution of project scopes and budgets throughout the project lifecycle through the Change Order and WAR revision processes.
Assist with the development and implementation of MTA Capital Program policies and procedures.
Evaluate planned capital projects and unfunded capital needs to take advantage of budget and funding opportunities and construction efficiencies; assist with changes to and rebalancing the Capital Program to accommodate new project needs.
Perform quantitative and qualitative analyses of capital program performance and evaluate progress vs budget, schedule, and other corporate goals and objectives.
Assist in developing and managing annual commitment and completion plans and associated reporting, monitoring and data collection.
Act as final approver ofAgency R WAR certificates for B&T Operating Program Budgets, assigning funding prior to approval.
Act on behalf of the AVP – Program Coordination (B&T) as required, maintaining knowledge and understanding of all open B&T Capital Programs to provide coverage as needed.
Education and Experience
Bachelor's degree in Urban or Transportation Planning, Public Policy, Public Administration, Architecture, Engineering, Construction Management, Business, Finance/Economics, or a related field.
Master’s degree preferred.
Minimum 12 years of experience in Transportation, Construction, Infrastructure, Finance, Planning or a related field
Minimum of eight (8) years of managerial or supervisory experience.

Solid understanding and knowledge of as well as experience using MTA databases such as Project Status Report (PSR) and the MTA’s capital budget system IMPACT.
Demonstrate proficiency with B&T payroll and time-keeping systems, including KRONOS and Charge-Back.
