Requirements
  • Bachelor's degree in Urban or Transportation Planning, Public Policy, Public Administration, Architecture, Engineering, Construction Management, Business, Finance/Economics, or a related field.
  • Minimum 12 years of experience in Transportation, Construction, Infrastructure, Finance, Planning or a related field
  • Minimum of eight (8) years of managerial or supervisory experience
  • Strong understanding of the MTA’s capital program across all active plans, agencies and categories
  • Familiarity with the MTA’s policies and procedures
  • Excellent organizational and presentation skills
  • Demonstrate leadership capabilities
  • Demonstrate ability to problem-solve creatively

  • Solid understanding and knowledge of as well as experience using MTA databases such as Project Status Report (PSR) and the MTA’s capital budget system IMPACT
  • Demonstrate proficiency with B&T payroll and time-keeping systems, including KRONOS and Charge-Back
Responsibilities
  • Act as a Capital Budget liaison with both C&D Delivery and C&D Program Oversight
  • Provide high-level oversight of budget staff for managing Force Account for the B&T capital program for both B&T payroll employees and C&D payroll employees
  • Assist with developing the MTA’s five-year Capital Program; coordinate funding targets and strategies; work with MTA operating agencies to propose and prioritize projects, define scope, and manage changes to the Capital Program
  • Assist with reviewing and approving transactions for compliance with capital policies anda capital program approved project’s scope and budget, public authority law and business case review
  • Assist with developing long-range planning strategies and documents, including the MTA’s Twenty-Year Needs Assessment
  • Assist in developing, managing and using various data sources and dashboards throughout the MTA’s capital program, including Project Status Report (PSR), IMPACT, Capital Dashboard and others
  • Monitor and control the evolution of project scopes and budgets throughout the project lifecycle through the Change Order and WAR revision processes
  • Assist with the development and implementation of MTA Capital Program policies and procedures
  • Evaluate planned capital projects and unfunded capital needs to take advantage of budget and funding opportunities and construction efficiencies; assist with changes to and rebalancing the Capital Program to accommodate new project needs
  • Perform quantitative and qualitative analyses of capital program performance and evaluate progress vs budget, schedule, and other corporate goals and objectives
  • Assist in developing and managing annual commitment and completion plans and associated reporting, monitoring and data collection
  • Act as final approver ofAgency R WAR certificates for B&T Operating Program Budgets, assigning funding prior to approval
  • Act on behalf of the AVP – Program Coordination (B&T) as required, maintaining knowledge and understanding of all open B&T Capital Programs to provide coverage as needed
