Requirements
  • Completion of a master's degree in a related field or equivalent.
  • Registration as a Registered Nurse Practitioner or Physician.
  • A minimum of 5–8+ years of progressive management experience in a human care setting, preferably in a post-secondary education environment.
  • Demonstrated ability to think strategically and develop and implement long-term plans aligned with organizational goals.
  • Proven leadership and human resource management experience, including managing cross-functional teams, driving organizational change, and fostering a positive, results-oriented work environment.
  • Experience managing multiple priorities and initiatives in a fast-paced, changing environment.
  • Expertise in developing, monitoring, and balancing budgets, including optimizing operational efficiency through strategic scheduling and resource allocation.
  • Ability to operationalize equity, diversity, inclusion, and anti-racist principles in strategy, client care, and employee management.
  • Superior written and verbal communication abilities for engaging internal and external stakeholders.
  • Experience leading collaboration within and between departments and improving intra- and inter-departmental functioning in a rapidly changing environment.
  • Proficient computer skills using Microsoft Word, Excel, and PowerPoint.
  • Electronic Medical Record experience.

Responsibilities
  • Support Campus Wellness senior leadership in the strategic and operational management of Health Services.
  • Provide senior clinical leadership and operationalize clinical services in accordance with professional standards and clinical excellence.
  • Facilitate the delivery and ongoing evaluation of crisis response, including intake, triage management, and crisis intervention.
  • Coordinate Health Services consultation and intervention for critical healthcare situations involving students.
  • Provide healthcare intervention, consultation, debriefing, support, assistance, and guidance, including liaison with Special Constable Services.
  • Manage Health Services team leaders and hold them accountable for delivering fair, effective, inclusive services.
  • Provide strategic leadership to acquire, manage, retain, develop, and promote appropriate and diverse human resources.
  • Promote innovation and effective solutions, with fair performance management, recognition, and rewards.
  • Coordinate Health Services leaders through role clarity, communication, and cross-campus collaboration.
  • Resolve and synthesize differences in multidisciplinary and diverse teams.
  • Ensure equitable and effective performance management throughout Health Services.
  • Perform overall managerial responsibilities, including recruitment, hiring, staff performance, salary administration, promotions, reclassifications, disciplinary issues, training, organizational functions, policies, procedures, standards, and performance monitoring.
  • Recruit and direct psychiatrists and recruit, supervise, and direct a full-time dietitian in collaboration with the University Medical Director.
  • Provide oversight of nursing staff recruitment and retention and support physician recruitment and retention.
  • Conduct clinical service in Health Services as demand requires, normally for up to 0.5–1 day per week.
  • Provide medical consultation to student service professionals, faculty, and administration regarding individual students and community health issues.
  • Provide strategic leadership and implementation for preventive community health programming and responses to campus health risks.
  • Coordinate Health Services to support future-ready service delivery and implement strategic plans and actions.
  • Collaborate with Campus Wellness leadership on mission, vision, prioritization, resource allocation, governance, accountability, and reporting.
  • Lead inclusive, integrative, anti-racist, and anti-oppressive approaches in client care and employee management.
  • Delegate needs assessments and strategic or operational initiatives and enable effective change management.
  • Identify, develop, and implement programs addressing the changing needs of students, families, and university employees.
  • Lead decision-making processes that incorporate diverse stakeholder viewpoints.
  • Serve as an operational ambassador for Campus Wellness and collaborate with community partners on clinical crisis interventions and Health Futures innovation.
  • Collaborate with Counselling Services to provide integrated care across Campus Wellness clinical services.
  • Manage collaboration and service coordination with university stakeholders to integrate clinical workflows and programs.
  • Draft the annual clinical services budget, analyze prior-year activity, conduct evidence-based needs assessments, and monitor monthly expenditures.
  • Manage the distribution of clinical resources and maintain fiscally sustainable service delivery.
  • Optimize staffing models and schedule and deploy professional and contract resources to meet access, quality, and risk-management targets.
  • Ensure Health Services activities comply with health-profession regulatory requirements and the Regulated Health Professions Act.
  • Advocate for resources and policies that address campus community health needs.
  • Provide delegated authority and medical supervision for daily Health Services operations and special clinics through medical directives, delegation of medical acts, clinical guidelines, and office procedures.
  • Provide direction on progressive staff-relations practices.
  • Recruit, contract, and retain physicians and nurse practitioners in numbers sufficient to provide daily coverage.
  • Implement responsive scheduling for physicians, nurse practitioners, and nursing care.
  • Monitor Health Services budgets and ensure efficient resource use based on patient need.
  • Administer sick leave and disability benefits with Human Resources support.
  • Act as an exceptional after-hours contact for critical values when primary physician coverage is unavailable or clinical demands require.
  • Advise the Office of Research on human research ethics.
  • Assist Occupational Health, the Safety Office, and AccessAbility with accommodations and supports for individuals with disabilities.
  • Address occupational health, environmental health, and communicable disease risks using appropriate best practices.
  • Provide operational consultation to university departments and faculties regarding public health measures and advisories.
  • Serve as the primary operational liaison to partner agencies, including Regional Public Health.
  • Coordinate access to community medical facilities, including sexual assault treatment centres and hospitals.
  • Ensure current infection-control practices are followed within Health Services and inform campus recommendations using best-practice guidelines.
  • Serve as operational privacy officer and lead agent for the Health Information Custodian, ensuring adherence to PHIPA and clinical documentation standards.
  • Advocate for compliance with professional legislation, public health directives, infection-control directives, and related legislation.
