Requirements
  • Bachelor's degree in Civil Engineering or closely related field.
  • Four years of progressively responsible technical civil engineering experience, with at least one year of supervisory experience.
  • Ability to use computers and related software for construction, design and other civil engineering work.
  • Possession of Professional Engineer License recognized by the State of Washington. (Note: no substitution will be allowed for the PE Certification requirement)
  • Washington State Driver's License
Responsibilities
  • Review of land development applications for compliance with stormwater related laws and regulations, including, but not limited to; County Codes, Engineering Design Standards, and the Department of Ecology Western Washington Phase II Municipal Stormwater Permit.
  • Advise permit applicants and other staff members of County stormwater code requirements and low impact development techniques and standards.
  • Plans, organizes and supervises the work of assigned staff. Recommends selection, provides orientation and training, evaluates performance, and recommends disciplinary action.
  • Prepares and presents information for community groups and citizens on projects during public informational meetings.
  • Develops project budgets and assists in the preparation of annual operating budget. Approves invoices and monitors expenditures.
  • Demonstrates knowledge of drainage engineering principles, applied sound engineering judgement, and provides exceptional customer service.
  • Acts as a division resource in resolving complex engineering problems relating to stormwater management.
Desired Qualifications
  • Ability to communicate complex ideas or project issues in a clear, comprehensive, effective and professional manner, both orally and in writing.
  • Ability to lead a civil engineering project from inception through all phases of preliminary and final engineering, including specification writing and bid approval, contract administration and record keeping.
  • Ability to perform technical research work and complex technical computations to provide reliable advice on difficult engineering problems.
  • Ability to effectively plan, organize and supervise the work of assigned staff.
  • Ability to establish and maintain effective working relationships with peers, subordinates, employees of outside agencies, and with the public.
  • Knowledge of federal, state and local laws, rules, codes and regulations related to the fields of land development and stormwater management.
