Responsibilities
  • Serve as JPI's owner's representative from Notice to Proceed through construction completion, closeout, and turnover, protecting the technical and commercial intent of the project as underwritten.
  • Attend and actively participate in Owner-Architect-Contractor meetings and Project Status Reviews as the owner's voice, holding the general contractor accountable to contract scope, schedule, cost, and quality.
  • Review construction meeting minutes for accuracy and drive issue-by-issue ownership between Operational Ownership and JPI Construction.
  • Manage construction-related risks, identify schedule and budget risks in advance, and escalate material issues according to established thresholds.
  • Act as the central point of contact for ownership-related construction administration matters with internal teams and external partners.
  • Validate Potential Change Orders and Prime Contract Change Orders and support issue resolution.
  • Lead cross-functional design coordination and issue resolution during active construction.
  • Support decision-making for owner-related requests for information, submittals, and field-driven revisions.
  • Evaluate design changes, budget alignment, and deviations from construction documents and drive timely resolution.
  • Route change orders requiring investor, lender, or partner consent through the appropriate approval path and confirm signature authority.
  • Review open change orders with the Manager or Director of Operational Ownership during the initial ramp period for each assignment.
  • Serve as the owner and primary steward of the project budget during construction, tracking commitments, contingency usage, and forecast at completion.
  • Own owner-side milestones within the Integrated Project Schedule, owner-furnished items, long-lead procurement, jurisdictional approvals, inspections, and turnover sequencing.
  • Support permitting, inspections, Certificates of Occupancy, owner acceptance of units, and other project delivery milestones.
  • Report progress and exceptions through established dashboards and reporting cadences.
  • Review and submit construction funding draw requests to lenders and investors, validating mathematical accuracy and consistency between forms.
  • Verify percent complete at general contractor, subcontractor, and sub-tier levels and confirm supporting documentation for stored materials and work in place.
  • Plan and manage retainage releases, final draws, and equity installments in accordance with loan documents and partnership agreements.
  • Support investor communications, including investor reporting, quarterly updates, investor meetings, and site tours.
  • Coordinate with cities, authorities having jurisdiction, and utility providers through construction, including satisfaction of conditions of approval.
  • Coordinate development agreements, cost-sharing agreements, reimbursement agreements, and other required jurisdictional documents.
  • Coordinate and oversee Low-Income Housing Tax Credit inspections, corrections, responses, and compliance requirements.
  • Support implementation of policies and procedures for address registration.
  • Support final drawing coordination with external jurisdictions.
  • Lead owner-side project closeout activities, including final inspections, punch lists, warranty binder review and acceptance, and retainage release.
  • Confirm delivery of required closeout deliverables to capital partners in accordance with loan and joint venture documents.
  • Coordinate transition to property management and Asset Management, confirming operational readiness and resolution of open punch and warranty items.
  • Support refinance and disposition analysis, due diligence, and closings.
  • Support retail space leasing and tenant build-out coordination when applicable.
  • Use approved enterprise artificial intelligence tools, including Claude Cowork and Microsoft Copilot, to draft, summarize, analyze, and accelerate everyday work.
  • Review artificial-intelligence-generated outputs for accuracy, tone, and appropriateness before using or sharing them.
  • Follow company data-handling, confidentiality, and acceptable-use policies when working with artificial intelligence tools and sensitive information.
  • Participate in artificial intelligence training, office hours, and adoption campaigns.
  • Use artificial intelligence assistants for routine tasks such as email drafting, meeting notes, document summarization, and basic research.

Japanese-owned, Dallas-based JPI said only a handful of new apartments have been completed in the South Bay in recent decades, even as housing demand is supported by the region's aerospace and defense employment base. JPI closed on sites for multifamily communities in Austin, metro Orlando, Dallas-Fort Worth and Durham, North Carolina in June, with those projects ranging from 323 to 400 units. During the first four months of this year, developers added 1,995 units. The market has added an average of nearly 11,500 units annually since 2018, with a significant uptick to 13,000 units over the past three years. Demand has abated slightly, but the LA market is stronger on that metric than the national average. Occupancy for stabilized assets in the metro edged down 30 basis points year-over-year to 95.7 percent in March, which is above the 94.2 percent national figure. This month, the Olson Co. acquired a two-building medical office campus in Monterey Park, Calif., from BH Properties for $24.9 million. The vacant buildings will be replaced by Potrero Grande & Atlas, a 159-unit townhome community. In July, the Los Angeles City Council approved Fourth & Central, the $2 billion redevelopment of a downtown industrial property. JPI breaks ground on $150M Jefferson Watts development, marking first North Carolina project in 15 years

JPI, a US multifamily developer, has closed on a 12.6-acre site in Durham, North Carolina, to build Jefferson Watts, a $150 million community with 440 homes. The project marks JPI's first development in North Carolina in over 15 years. The development will feature 398 market-rate flats and 42 luxury townhomes near Duke University Medical Center, which employs more than 11,000 people. Construction is scheduled to begin in July 2026, with completion expected in 2028. JPI selected Raleigh-Durham after identifying it as a high-growth market with strong fundamentals. Multifamily construction starts in the region have fallen 55 to 65 per cent, positioning the area for strong rental growth as demand outpaces supply.
